Notwendigkeit zusätzlicher Dienstleistungen, die nicht hervorsehbar waren. Ein Wechsel des Auftragnehmers kann aus wirtschaftl. oder techn. Gründen nicht erfolgen und ist mit erhebl. Schwierigkeiten oder beträchtl. Zusatzkosten verbunden. Die Änderung liegt unter 50 % des ursprüngl. Auftragswerts und führt zu keinen veränderten Bedingungen gegenüber der urspr. Ausschreibung.
