81299829-Monitoring tool for the regional programme "Promoting female employment for Africa"s green transformation (WE4D)"
Reference number: 81299829Unemployment and underemployment are prevalent in sub-Saharan Africa and cause personal and social need. Women are particularly affected by this. The situation is exacerbated by the low competitiveness of large swathes of the local economy, which offers few employment opportunities and then only under poor working conditions. In addition, the companies usually do not operate in an ecologically sustainable manner.
Improving the employment situation for women and a faster ecological transformation are essential to achieve the partner countries" development objectives. The module objective of the "Promoting female employment for Africa"s green transformation" (WE4D) regional program is therefore as follows: The employment and economic situation of women, especially in companies driving the green transformation, has improved.
The new WE4D regional program (01/23-12/26) builds on the current regional program "Employment and Skills for Development in Africa", and will be implemented in Kenya, Mozambique, South Africa, Tanzania, Uganda. The program is designed as a multi-donor initiative that can receive funds from other commissioning parties through combined financing and thereby scale approaches and results. To date, the new project has been co-financed by the EU through the regional Team Europe Initiative (TEI) "Investing in Young Businesses in Africa" (IYBA). Further regional and bilateral combined financing is expected. Thanks to additional financial contributions to the program, it may be possible to include further implementation countries (Malawi, Namibia) in the future.
The projects" outcomes on the program"s indicators are measured in a standardized way to enable overall aggregation and reporting on WE4D"s results to commissioning parties and the public. Data is collected in decentralized sample surveys by local external service providers, in some cases by the project staff itself, or by the GIZ country teams themselves and then used to manually calculate a project"s outcomes. The numbers are quality-checked, entered into the monitoring tool and aggregated first on country level and then on the overall program level, involving the M&E focal person in the country and the M&E team at headquarters that reports on the WE4D regional program.
Up to now, the processor programme E4D used an Excel format (called "Steemo", see Annex 2 for details) to follow up on the projects" contributions to overall indicators and to aggregate such numbers on country and program levels. The Excel file includes a template for semi-annual reporting ("M&E Status Update"). Through the present tender, WE4D seeks to replace the current Excel-based process by a digital monitoring tool covering (at least) the same functions.

The program is implemented through local partnerships ("projects") with stakeholders from the public and private sector and civil society that will improve the employment opportunities of women in companies and value chains that are driving the economic transition to an ecologically sustainable and climate-friendly business model. Partners in these projects agree on specific goals which contribute to at least some of the regional program"s module objective indicators, referring to, e.g., people having found employment or having improved their employment situation or start-ups and enterprises having improved their business capacity (see annex 1 of project proposal for details). The projects" staff thus individually monitors their specific objectives and, at the same time, contributes to the program"s overall monitoring.

General consulting on its monitoring processes is not the subject of the present contract as WE4D is tendering for such consulting services in a separate process.
The monitoring of the WE4D program needs to be technically supported through an IT-tool ("monitoring tool") that needs to cover the following desired features. The tool should not be a newly developed tool but instead be a Software as a Service (SasS).
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
A selection will be made under all eligible participants based on the following criteria:
Technical experience:
1. Consulting on the use of digital tools for M&E
2. Aggregation of monitoring results in global/regional programmes
3. Data collection in complex projects
4. Training on the use of digital tools for M&E
5. Consulting of development cooperation programmes on Monitoring and Evaluation
Regional experience in Africa
Experience of development projects (at least 50% ODA financed)

All communication takes place in English via communication tool in the project area of the procurement portal.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
