        The purpose of the call for tenders is to enter into a quality and financially appropriate agreement for an HRM system that can help to streamline HR processes, increase the quality of data and simplify key tasks for managers and employees. The system will ensure increased accessibility and a good user experience for all of our employees. It will provide digital process support and automate workflows that facilitate better collaboration and a more user-friendly employee experience.

        The Contracting Authority intends to enter into a contract for the delivery of the system. The tenderer who submits the best offer will be awarded the contract. As a starting point, the Government"s Standard Agreement on Continuous Service Purchases (SSA-L) will be used as the contract format. The annexes will be completed in collaboration with the selected tenderer.

        A detailed description of the delivery is in Annex A number 1 of the tender documentation.

        The contracting authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

        If there is doubt the tenderer meets the requirement, the contracting authority may require further documentation of the financial capacity.
