Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Zur Absicherung der Baustelle gegen den Eisenbahnbetrieb und zur Erlangung des Projektziels ist der Auf- und Abbau inkl. Vorhaltung von zusätzlich 400m Fester Absperrung im Bereich Halle Rosengarten (Str. 6343 km 5,000-5,400) erforderlich. Die ARGE Sicherung Äußerer Knoten Halle ist bereits für die Sicherung auf der Baustelle vertraglich gebunden. Ein weiterer AN führt zu einem unwirtschaftlichen Mehr- und Koordinierungsaufwand. Mit der ARGE sind bereits Personal und Gerätschaften im Einsatz und bestehende Synergieeffekte blieben zudem ungenutzt. Die Maßnahmen stehen in starker zeitlicher und örtlicher Abhängigkeit zueinander. Mit AN-Wechsel kommt es zu signifikanten Verzögerungen im Ablauf, vermeidbaren Zusatzkosten und es stehen sich die gesonderte Wertung und Vertragsabwicklung des neuen AN, mit einem unverhältnismäßigen zusätzlichen Aufwand, im Vergleich zur Gesamtleistung der ARGE Sicherung Äußerer Knoten Halle gegenüber (unwirtschaftliche Splitterung).
