Aufgrund betrieblicher Verzögerungen konnten die vorh. Spp nicht genutzt werden. Daher mussten Personal und Geräte in den restlichen Spp verstärkt werden. Dieses hängt unmittelbar mit den Hauptvertragsleistungen zusammen. Daher ist eine anderweitigen Vergabe nicht möglich.
