         SInON - Schieneninfrastruktur Nordost-Niedersachsen GmbH - hat mit der DB Netz AG Verknüpfungspunkte in den Bahnhöfen Celle und Lüneburg. Beide Bahnhöfe sind Teil der Sanierungsmaßnahme "Hochleistungskorridor Hamburg - Hannover", vorgesehen für 2026. Dies beinhaltet die Ausrüstung der DB-Strecke samt Bahnhöfen mit ETCS nach Spezifikation der DB Netz AG. Um weiterhin Züge zwischen den Infrastrukturen verkehren lassen zu können, muss SInON eine eigene ETCS-Anwendung planen und bis 2026 implementieren. Aus diesem Anlass muss SInON die Projektierung ETCS mit der Überplanung der vorhandenen Stellwerkstechnik verbinden.

         Die Zeitplanung zur Sanierung des Korridors Hamburg - Hannover einschließlich der Verknüpfungspunkte Celle und Lüneburg hat die DB Netz AG eigenständig vorgenommen. Sie war für SInON weder erkennbar, noch beeinflussbar. Die Aufrechterhaltung des Eisenbahnverkehrs zwischen den Netzen der DB und SInON ist zwingend und erfordert im Hinblick auf eine zeitgerechte Anpassung der Leit- und Sicherungstechnik dringliches Handeln, die eine Abweichung von GWB § 102 (4) begründen. SInON lädt daher interessierte Unternehmen ein, nach SektVO § 13 (2) Satz 4 ein Angebot für folgende Leistungen abzugeben:

         - Signaltechnische Genehmigungsplanung PT 1 Verschluss- und

         Kabellageplan für Erneuerung SInON-Zentralstellwerk Soltau als

         ESTW oder DSTW in herstellerunabhängiger Fahrstraßentechnik

         für die SInON-Strecken Celle - Soltau - Lüneburg

         - Genehmigungsplanung der Verknüpfung in Celle und Lüneburg

         inkl. inkl. Blockanpassungen und Transition mit DB Netz, optional

         ETCS Level 1 Full Supervision für die Strecken Celle - Soltau inkl.

         Lastenheft nach Unisig-Subsets 026, 035, 036 und 040 und

         Planungsvorgaben und Begleitung der anerkannten Stelle

         - Erarbeitung ggf. notwendiger planrechtlicher Genehmigungen

         einzelner Elemente und Betriebsstellen sowie

         - Planung Kabeltiefbau

         Interessierte Unternehmen haben die Planungsleistungen gesamthaft zu erbringen. Lose sind nicht vorgesehen. Beauftragt wird mind. bis zur Entwurfsplanung, weitere Beauftragungen nach Sicherstellung der Finanzierung und Projektfortschritt. Für die mit der Projektleitung betraute/n Person/en des Bieters sind umfangreiche Erfahrungen mit Signalisierungsprojekten bei NE-Bahnen und allgemein ETCS, auch hier bevorzugt im Kontext von NE-Bahnen, nachzuweisen.

         Bewertungsschema: 60 % Wirtschaftlichkeit des Angebots, 40 % Personalkompetenz
