         Lieferung von Pedelecs und Betrieb eines Fahrradverleihsystems im Kreis Ahrweiler.

         Die wesentlichen Merkmale sind:

         - Vorgesehen sind 20 Verleihstationen mit insgesamt 80 Pedelecs.

         - Das Fahrradverleihsystem orientiert sich an den üblichen Marktstandards vergleichbarer Systeme.

         - Es soll eng mit dem öffentlichen Personennahverkehr (ÖPNV) verknüpft werden (insbesondere mit Lage der Stationen an ÖPNV-Haltepunkten).

         - Das Angebot ist rund um die Uhr nutzbar (Ausleihe 24/7), Kurzzeitausleihen sind möglich.

         - Das Angebot soll mindestens mit einer Smartphone-App (iOS und Android) nutzbar sein. Weitere Buchungsformen sind optional (z.B. Telefon), eine Buchung an ortsfesten Stationsstelen ist nicht vorgesehen.

         - Der Auftragnehmer unterstützt die Evaluierung des Systems. Über die laufende Beobachtung hinaus werden Evaluationsergebnisse für Ende Q3 2025 angestrebt.

         - Das Fahrradverleihsystem wird als Kooperation zwischen der kommunalen Seite und einem Dienstleister ausgestaltet. Der Landkreis Ahrweiler wird bei der Organisation und Koordination durch den Verkehrsverbund Rhein-Mosel (VRM) unterstützt. Der VRM ist in allen Belangen zunächst erster Ansprechpartner.

         - Der Auftragnehmer muss als Full-Service-Dienstleister sowohl die einmalige Einrichtung des Systems zu Beginn als auch den anschließenden Betrieb übernehmen.

         Der Bieter hat zum Nachweis seiner Eignung folgende Nachweise bzw. Erklärungen vorzulegen. Die Nichtvorlage von einzelnen, im Folgenden aufgeführten, Nachweisen bzw. Erklärungen kann zum Angebotsausschluss führen:

         Vorlage einer Eigenerklärung über den Gesamtumsatz und den Umsatz in dem Tätigkeitsbereich „Fahrradvermietsystem“ in den Jahren 2020, 2021 und 2022. Nachzuweisen ist ein jährlicher Umsatz mindestens in Höhe von 50 TEUR p.a.

         Der Bieter hat zum Nachweis seiner Eignung folgende Nachweise bzw. Erklärungen vorzulegen. Die Nichtvorlage von einzelnen, im Folgenden aufgeführten, Nachweisen bzw. Erklärungen kann zum Angebotsausschluss führen:

         Angabe von vergleichbaren erbrachten Leistungen im Bereich eines Fahrradvermietsystems in den letzten drei vollen Kalenderjahren vor dem in Ziffer IV.2.2) genannten Termin zur Angebotsabgabe. Die benannte Anzahl muss mindestens eine vergleichbare Leistung umfassen und braucht diese Anzahl nicht zu überschreiten. Vorzulegen ist eine Eigenerklärung. Die Vergleichbarkeit muss sich beziehen auf die Anzahl der Räder (mindestens 50 Pedelecs), den Betrieb eines Fahrradverleihsystems samt Relokation der Räder zu festgelegten Stationen (möglichst in einem kleinstädtisch bis ländlich geprägten Bedienungsgebiet) sowie den Betrieb einer Software für die Kunden per Handy (iOS und Android) zum Mieten der Fahrräder.
