Gegenstand des Auftrages sind Ingenieurleistungen nach HOAI (2013), § 55, Leistungen der Technischen Ausrüstung für die Bereiche Wärmeversorgungs- und Kältetechnische Anlagen und nutzungsspezifische Anlagen (u. a. technische Gase, Druckluft und Prozesskälte) (Anlagengruppen 2,3 und 7 nach § 53 HOAI) in Gebäudeteilen und in der nicht öffentlichen Erschließung im Rahmen der Vorbereitung der Realisierung und Realisierung des „Projektes FAIR“ über den zeitlichen und inhaltlichen Verlauf der Leistungsphase 5, Ausführungsplanung, der Leistungsphasen 6 und 7, Vorbereitung der Vergabe und Mitwirken bei der Vergabe sowie Leistungsphase 8, Objektüberwachung – Bauüberwachung bis zur Leistungsphase 9, Objektbetreuung.

Der Auftraggeber behält sich vor, mit Los 2 Planungsleistungen der Anlagengruppe 8, Gebäude- und Prozessautomation zusätzlich zu beauftragen.

Es handelt sich um eine Mängelbeseitigung aus der LPH 3 des vorher beauftragten Planers im Zuge der LPH 5, die bisher nicht im Hauptauftrag enthalten ist. Die Leistungen sind eng an die vorangegangenen Leistungen von SES gekoppelt. Eine Trennung und Leistungserbringung von Dritten würde zusätzliche Schnittstellen und einen Wissensverlust zum Schaden des Bauherren bedeuten.
