Ein Wechsel des AN kann aus wirtschaftlichen und technischen Grünen nicht erfolgen, da ansonsten eine Verwendung der Dammbalkenverschlüsse an anderen Bauwerken im Hinblick auf die Systemkompatibilität nicht möglich ist und damit beträchtliche Zusatzkosten für zusätzliche Dammbalkenverschlüsse und der damit erforderlichen Lagermöglichkeit erforderlich würden.
