II.2.4)Description of the procurement at the time of conclusion of the contract:

Das Rathaus der Stadt Arnsberg, Rathausplatz 1, 59759 Arnsberg, soll energetisch saniert werden. Das Gebäude wurde komplett freigezogen. Das Gelände wird im Norden durch die BAB 46 (Entfernung zum Gebäude ca. 25 m), im Süden durch die Ruhr (ca. 25 m entfernt) begrenzt. Die Autobahnabfahrt 63 Neheim Süd befindet sich in ca. 150 m Entfernung. Das Flurstück ist etwa 2,7 ha groß und umfasst das Rathausgebäude samt Grünanlagen und Parkplätzen. Das zwischen 1965 und 1968 erbaute Gebäude besteht aus einem Nord-Süd orientierten Hochtrakt mit zwei Untergeschossen, acht oberirdischen Geschossen sowie einem Ost-West ausgerichteten Flachtrakt mit einem Untergeschoss und zwei oberirdischen Stockwerken. Im Hochtrakt befinden sich Büroräume, der Flachtrakt beherbergt die Repräsentativräume wie Sitzungssäle, Kantine und einige Büros. Der Flachtrakt hat eine Grundfläche von ca. 2.060 m², der Hochtrakt eine solche von ca. 660 m². Der Hochtrakt soll entkernt werden, sodass nur die tragende Stahlbetonkonstruktion verbleibt, die anschließend wieder ausgebaut wird. Der Flachtrakt soll in Gänze zurückgebaut und an gleicher Stelle durch einen neuen Anbau an den Hochtrakt ersetzt werden.

Auf dem Dach des Hochtraktes befindet sich ein Mobilfunkmast, der zu erhalten ist. Gegenstand der ausgeschriebenen Leistung:

-Entkernung. Schadstoffsanierung und Totalabbruch des Flachtraktes einschließlich unterirdischer Geschosse und Fundamente,

-Entkernung, Schadstoffsanierung und Teilabbbrüche des Hochtraktes sowie

-Entsorgungsarbeiten für diese Leistungen.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Im Bauablauf sind zusätzliche und nicht vorhersehbare Arbeiten angefallen, die zwingend im Zusammenhang mit der Ausführung der Rückbau- und Entsorgungsarbeiten auszuführen waren. Die Auftragsänderungen erfolgten jeweils unter Beachtung der Vorgaben des § 22 EU VOB/A:

-Handschurfarbeiten mit und ohne Betonschneidearbeiten

-Demontagearbeiten und Quertransport demontierter Stoffe und Teile

-zusätzliche Schadstoffsanierungsarbeiten

-Demontage Putzschicht an Stahlbetonstützen

-Demontage zusätzlicher Fundamente im Außenbereich, Demontage Asbestkanäle/Postschacht, Zulage Bauschutt bis LAGA Z 1.2

-Mehrkosten wegen Gerätestillstand

-Demontage von Stahlbetonpodesten im 7. OG - Hochtrakt

-Demontage PCB Anstrich im Dachgeschoss

-Rückbau eines 5-zügigen Kamins vom 2. UG bis 7. OG

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Ein Wechsel des Auftragnehmers ist aus wirtschaftlichen oder technischen Gründen nicht möglich, da dies zu einem erheblichen Koordinierungsbedarf bzw. Doppelarbeiten führen würde, da schon umfangreiche Vorkenntnisse der Örtlichkeiten, der Untersuchungsergebnisse und bzgl. des Bauvorhabens insgesamt vorhanden sind. Darüber hinaus müsste ein neuer Auftragnehmer die Baustelle komplett neu einrichten. Die Bereitstellung der Materialien und Werkzeuge würde zu nicht unerheblichen Mehrkosten und zu zeitlichen Verzögerungen führen.
