OFFSHORE SUBSTATIONS FOR THE AO5 AND AO6 OFFSHORE WIND FARMS (AND EXTENSIONS) CONNECTION TO THE RTE GRID (3 x HVAC 750 MW)
Reference number: 23446Within the framework of the French government Tenders for Offshore Wind Farms No 5 and 6 (AO5 and AO6 projects) which consist in developing three (3) Offshore Wind Farms off the French coasts, RTE is in charge of the development, construction and operation of the connection to its onshore grid, including the necessary three (3) Offshore Substations (HVAC 750 MW each).
Each of the three (3) Offshore Substations will be located approximately 40 to 50 km off the coast and will be equipped with a helideck.
Detailed description is available in Tab. 2.1 of the Pre-Qualification Questionnaire (PQQ) available at Bravo Solution portal.
The present notice thus relates to the EPCIC and O&M contracts for the Engineering, Procurement, Construction, Installation, Commissioning, as well as the Operation and Maintenance of the three (3) Offshore Substations.
AO5 BRE project is located in South Brittany (Atlantic Ocean).
AO6 NAR project is located in Narbonne area (Mediterranean Sea).
AO6 FOS project is located in Fos-sur-mer area (Mediterranean Sea).
This procurement process aims at awarding (1) one single awardee with two (2) contracts for the three (3) Offshore Substations, namely:
- One (1) EPCIC contract including Engineering, Procurement, Construction, Transport and Installation (T&I), Commissioning, remedy of any defect of the HVAC Offshore Substations;
- One (1) O&M contract for the Operation and Maintenance of the HVAC Offshore Substations for a period up to twenty (20) years to be confirmed every five (5) years.
RTE reserves the right to adjust the contractual approach of the T&I and O&M activities during the further tendering process.
If applicable, options will be described in the further Invitation To Tender (ITT) documentation.
Whether the Candidate is a joint venture (JV), a consortium or a single company/group, the entity responsible for the construction of the topsides and Project Management shall have a direct contractual relationship with RTE. Similarly, the entity responsible for any activity for which subcontracting is not allowed (see PQQ Tabs 4 and 6.2), shall have a direct contractual relationship with RTE.

The Candidates may apply as:
(i) a single Company,
(ii) a Consortium or Joint Venture (JV).
A Candidate which will submit an offer as a member of a Consortium or a JV, shall not submit an offer as a single Company or with another Consortium or JV.
A Candidate which will submit an offer as a single Company, shall not submit an offer as a member of a Consortium or a JV.
Any Candidate that applies as a Consortium or a JV shall, as requested by Article R. 2142-24 of French Code de la Commande Publique, indicate its representative which will represent it with regard to RTE and coordinate its members roles.
Additional conditions may be added to the further ITT documentation.
In case of attribution, RTE reserves the right to ask :
(i) all members of the Consortium to be jointly and severally liable, or,
(ii) the leader of the Consortium to be jointly and severally liable of all other members.

In the absence of publication of the award notice or in the absence of notification of the contract signature, an application to the competent court may be made until the expiry of a six (6) months period starting at the day after the contract award as stated in article 1441-3 of the Civil Procedure Code.
