         Le candidats doit fournir une déclaration sur l"honneur datée et signée justifiant qu"il n"entre dans aucun des cas d"interdiction de soumissionner mentionnés aux articles 45 et 48 de l"ordonnance n° 2015-899 du 23.07.2015 relative aux marchés publics.

         Cette déclaration est à fournir par les candidats individuels, par chacun des membres d"un groupement candidat et, le cas échéant, par les sous-traitants présentés.

         Le candidat doit fournir les états financiers (bilans et comptes de résultats) des trois derniers exercices disponibles attestant de sa pérennité financière.

         Si, compte tenu de la date de création de son entreprise, le candidat ne dispose pas de l"ensemble des informations, remettre des justificatifs équivalents.

         Disposer d"un chiffre d"affaires annuel minimum sur les trois derniers exercices disponibles de 2 M€.

      3. Technical and professional ability:

         Les fournisseurs et leurs prestations devront satisfaire au normes et spécifications du cahier des charges LINKY-CCTP-QHW-TPF-NEXUS -LABOS-EXT-V1.0 qui pourront être obtenues à l"adresse mentionnée à la section I.

         Les candidats devront fournir une liste de références et les documents associés permettant de prouver une expérience dans le domaine d"activité du marché, ainsi que les capacités de mise en oeuvre de production pour chaque test et un planning de mise en oeuvre si nécessaire.

         Minimum level(s) of standards possibly required:

         Les candidats doivent avoir l"accréditation COFRAC ou équivalent pour prétendre aux prestations d"essais sur des matériels de comptage.

         En cas de groupement d"entreprises, l"un des membres du groupement est désigné comme mandataire.

         Celui-ci coordonne les prestations de chacun des membres du groupement, représente ceux-ci auprès de l"entreprise et est solidaire des obligations contractuelles de chacun d"entre eux.

         L"entreprise accepte les groupements conjoints.
