Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

l"Accord-Cadre, notifié le 19 octobre 2022, n"a pas été reconduit, une nouvelle consultation ayant été relancée. En raison de la hausse du prix des matières premières, le montant maximum de l"accord-cadre pour la période initiale se terminant le 18 octobre 2023 est presque intégralement consommé. Afin de pouvoir commander de nouveaux bacs sur la période transitoire faisant suite à la non reconduction de l"accord-cadre, il est décidé d"augmenter le maximum de l"accord-cadre de 10%
