conformément aux articles L2111-1 et L2112-2 du Code de la Commande Publique, cette consultation comporte des clauses visant à promouvoir l"emploi de personnes rencontrant des difficultés particulières d"insertion et à lutter contre le chômage. Le détail des conditions d"exécution à caractère social est indiqué dans le CCAP. Le respect de ces dispositions est une condition de la conformité de l"offre. Une offre comportant des réserves ou ne respectant pas ces conditions d"exécution particulières sera déclarée irrégulière au motif du non-respect du cahier des charges

le pouvoir adjudicateur se réserve la possibilité de confier ultérieurement au titulaire, un ou plusieurs nouveaux accords-cadres ayant pour objet la réalisation de prestations similaires. Il s"agit d"un accord-cadre renouvelable en raison du caractère récurrent des prestations. Il peut être reconduit 3 fois par période successive d"un an et est reconduit tacitement jusqu"à son terme. La reconduction est considérée comme acceptée si aucune décision écrite contraire n"est prise par le pouvoir adjudicateur au moins 3 mois avant la fin de la durée de validité.Les prestations seront financées selon les Fonds propres d"est Ensemble à hauteur de 100%.Le titulaire, sauf s"il s"agit d"un organisme public, doit justifier de la constitution d"une garantie à première demande à concurrence de 100,0 % du montant de l"avance. La caution personnelle et solidaire n"est pas autorisée
