    le candidat produit obligatoirement dans le premier volet de son dossier de candidature :- une lettre de candidature qui devra préciser explicitement le ou les lots pour lesquels l"entreprise soumissionne et qui comprendra en annexe la copie des documents relatifs aux pouvoirs de la personne habilitée à engager la société. En cas de groupement, les habilitations au mandataire devront être fournies ;- une déclaration sur l"honneur par laquelle le candidat atteste qu"il n"entre dans aucun des cas mentionnés aux articles L. 2141-1 à L. 2141-5 et L. 2141-7 à L. 2141-10 du Code de la commande publique et qu"il satisfait aux obligations concernant l"emploi des travailleurs handicapés définies aux articles L. 5212-1 à L. 5212-11 du code du travail ;- une déclaration sur l"honneur par laquelle le candidat atteste qu"il n"a pas versé au cours des trois dernières années des dommages et intérêts à un maître d"ouvrage public ou privé, et qu"il n"a pas fait l"objet d"une mesure de résiliation de son contrat du fait d"un manquement grave à ses obligations contractuelles lors de l"exécution d"un marché public antérieur ; dans le cas où le candidat aurait fait l"objet d"une telle sanction, il pourra toutefois démontrer à l"acheteur, et ce par tout moyen, que son professionnalisme et sa fiabilité ne peuvent plus être remis en cause

    le candidat produit obligatoirement les documents suivants dans le second volet de son dossier de candidature :- certificats de contrôle de la qualité et de la sécurité dans l"entreprise, ou toute autre preuve de mesures équivalentes de garantie de la qualité produite par le candidat si celui-ci n"a pas accès à ces certificats, ou n"a aucune possibilité de les obtenir dans les délais fixés ;- certificats de qualification professionnelle en éclairage public portant sur la maintenance et les travaux ainsi que le matériel et le personnel qualifié. La preuve de la capacité du candidat pourra être rapportée par tout moyen, et notamment par des certificats d"identité professionnelle (Qualifelec Maintenance Entretien Me3 ou Me4 suivant le lot et Qualifelec Travaux Neufs Tn4) ou des références de travaux et de maintenance attestant de la compétence du candidat à réaliser les prestations du marché.
