         Le candidat doit fournir une déclaration sur l"honneur datée et signée justifiant qu"il n"entre dans aucun des cas d"interdiction de soumissionner mentionnés dans le code de la commande publique du 5 décembre 2018. Cette déclaration est à fournir par les candidats individuels, et par chacun des membres d"un groupement candidat le cas échéant.

         Le candidat doit fournir les états financiers (bilans et compte de résultats) des trois derniers exercices disponibles attestant de sa pérennité financière. Si, compte tenu de la date de création de son entreprise, le candidat ne dispose pas de l"ensemble des informations, remettre des justificatifs équivalents.

         Pour réaliser les prestations du marché, tout soumissionnaire doit être déclaré apte par Enedis sur les produits suivants :

         -Travaux aériens BT : BTA

         -Travaux aériens ≤ 54.6mm² : HTA 1

         -Travaux aériens > 54.6mm² : HTA 2

         ou être en situation d’obtenir cette reconnaissance d’aptitude dans des délais compatibles avec la date de début du marché.

         Les aptitudes GCE (génie civil électricité), PGOC (plan géo-référence des ouvrages construits) et ETA (études travaux aériens) sont demandées mais peuvent être sous traitées.

         Les candidats devront justifier qu’ils sont en possession de moyens techniques, matériels et habilitations pour répondre aux prestations du marché.

         En cas de groupement momentané d"entreprises (GME) attributaire du marché, l’un des membres du groupement est désigné comme mandataire. Celui-ci coordonne les prestations de chacun des membres du groupement et représente ceux-ci auprès d’Enedis. Chacun des membres du GME est engagé pour la totalité du marché (GME solidaire).

         Sans préjudice du code de la commande publique du 5 décembre 2018, le GME sera déclaré avec la candidature, et la composition du GME ne peut pas être modifiée entre la date de remise des candidatures et la date de signature du marché, sauf en cas de restructuration de société ou si le groupement apporte la preuve qu"un de ses membres se trouve dans l"impossibilité d"accomplir sa tâche pour des raisons qui ne sont pas de son fait.
