         Hankintaa ei jaeta osiin, sillä usean toimittajan malli tuottaisi epätarkoituksenmukaisen sopimuskokonaisuuden aikataulunhallinnan sekä töiden yhteensovittamisen kannalta ja voisi vaarantaa edullisen kustannustason saavuttamisen.
