Hankinnan kohteena ovat isot partioveneet, jotka tulevat Poliisin käyttöön eri poliisilaitosten alueille.
Iso partiovene on tarkoitettu käytettäväksi avovesikaudella merialueella, myös haastavissa sääolosuhteissa. Venettä käytetään poliisin päivittäisiin partiointitehtäviin, kuten vesiliikenteen valvontaan, yleiseen järjestykseen ja turvallisuuden ylläpitoon sekä eri hälytystehtäviin.
Veneitä on suunniteltu hankittavan 3-6 kpl. Venesarjan ensimmäisen veneen testit on tarkoitus tehdä avovesikaudella 2025-2026, tuotantosarjan ensimmäisen veneen on tarkoitus valmistua viimeistään avovesikaudelle 2026 ja sarjaveneiden toimituksen on tarkoitus alkaa vuonna 2027.
Veneiden suunnittelun ja rakentamisen lisäksi toimittaja vastaa veneiden elinkaaren aikaisista toimista ja ylläpidosta, kuten telakoinneista ja huolloista.
Tarkemmat veneitä, elinkaaren aikaista toimintaa ja toimittajaa koskevat alustavat vaatimukset on kuvattu tämän osallistumispyynnön liitteissä.
Tilaaja valitsee yhden (1) Toimittajan, jonka kanssa se tekee sopimuksen. Valittava Toimittaja voi olla myös tarjoajien muodostama ryhmittymä.

Objective criteria for choosing the limited number of candidates: HANKINTAMENETTELY
Hankinnassa noudatetaan lakia julkisista puolustus- ja turvallisuushankinnoista (PutuL, 1531/2011). Hankintamenettelynä käytetään lain 3.1 §:n 10 kohdassa kuvattua neuvottelumenettelyä.
Neuvottelumenettely on monivaiheinen hankintamenettely, jonka ensimmäisessä eli nyt käynnissä olevassa vaiheessa (osallistumisvaihe) valitaan ilmoittautuneista ehdokkaista ne, jotka pääsevät kilpailutuksen toiseen vaiheeseen (neuvotteluvaihe) ja jotka voivat neuvotteluvaiheen jälkeen jättää tarjouksen (tarjousvaihe).
Päätös tarjoajien valinnasta toimitetaan ehdokkaan järjestelmään rekisteröitymisen yhteydessä ilmoittamaan yhteystietoon.
EHDOKKAIDEN VALINTA NEUVOTTELUMENETTELYYN JA NEUVOTTELUKUTSU
Tilaaja valitsee neuvottelumenettelyyn kolme (3) vähimmäisvaatimukset täyttävää tarjoajaa, mikäli vähimmäisvaatimukset täyttäviä ehdokkaita on riittävästi.
Jos vähimmäisvaatimukset täyttäviä ehdokkaita on enemmän kuin neuvotteluihin valittavia tarjoajia, hankintayksikkö vertailee osallistumishakemuksia ja valitsee ehdokkaista harkintansa mukaan kolme (3) tarjoajaa seuraavin perustein:
Ehdokkaiden vertailu tehdään referenssien perusteella. Vertailtavat referenssit ja niiden pisteytys on ilmoitettu osallistumispyynnön kohdassa ”Hankinnan kohteen kriteerit”.
Ehdokkaan saamat pisteet lasketaan yhteen ja ehdokkaat asetetaan paremmuusjärjestykseen. Neuvotteluihin valitaan kolme (3) eniten pisteitä saanutta ehdokasta.
Tasapistetilanteessa hankintayksikkö valitsee ehdokkaan/ehdokkaat, joilla on paras luottoluokitus. Mikäli tämä ei tuota eroja, hankintayksikkö valitsee ehdokkaan/ehdokkaat, joilla on suurin liikevaihto.
Menettelyyn valituille tarjoajille toimitetaan neuvottelukutsu elokuussa.
