         Hankinnan kohde on kuvattu tarkemmin liitteessä 1 Palvelukuvaus. Hankinnan kohde tarkentuu neuvottelumenettelyn kuluessa.

         Hankintaa ei ole jaettu erityisalojen hankintalain 79 §:ssä tarkoitetulla tavalla osiin, koska hankinnan kohde muodostaa luontevan hankintakokonaisuuden.

         Hankinnan tavoitteena on varmistaa tilaajalle toimintavarmat, korkealaatuiset ja hinnaltaan kilpailukykyiset tilaajan nykyisiä ja tulevia tarpeita pitkällä aikajänteellä vastaavat vuosiraportointipalvelut, jotka tukevat tilaajan toimintaa.

         Tavoitteiden saavuttamiseksi palvelutuottajan tulee olla kokonaisvastuullisesti sitoutunut näiden hankintamateriaaleissa kuvattujen palvelujen haltuunottoon, tuottamiseen ja kehittämiseen.

         Palveluntuottaja voi tarjota hankinnan kohteena olevan vuosiraportoinnin palvelun alihankkijoiden avulla tai erityisalojen hankintalain 90 § mukaisena ryhmittymänä.

         Palveluntuottajan edellytetään tekevän yhteistyötä Tilaajan muiden palveluntuottajien ja yhteistyökumppaneiden kanssa.
