Pohjois-Karjalan hyvinvointialueella on Pohjois-Karjalan hankintatoimen kilpailuttama haavanhoitotuotteiden sopimus 134650, sopimuskaudelle 1.4.2018 - 31.3.2020 + optiot yksi (1) + yksi (1) vuotta ajalle 1.4.2020 -

31.3.2021 sekä 1.4.2021 - 31.3.2022. Haavanhoitotarvikkeet sopimus 134650 päättyi 31.3.2022. Sopimusta jatkettiin suorahankinnalla ajalle 1.4.2022-31.3.2023. Sopimus sisältää kahdentoista (12) eri toimittajan kanssa tehtyä sopimusta erilaisista haavanhoitotuotteista. Haavavanhoitotuotteiden tarjouspyynnön valmistelu on vaatinut paljon aikaa. Saapuneiden tarjousten vertailu- ja koekäyttö on vaatinut odotettua enemmän aikaa ja siksi tavoiteaikataulussa ei olla pysytty.

Siun sote tekee suorahankinnan kaikkien haavanhoitotarvikkeet 134650 sopimuksessa mukana olevien toimittajien kanssa ajalle 1.4.2023-31.3.2023. Hankinnan kokonaisarvo on 280 000 eur (alv 0 %) ylittää EU-kynnysarvon. Hankinnan kokonaisarvo on laskettu sopimuskaudelle 1.4.2023-31.8.2023.

Explanation:

Pohjois-Karjalan hyvinvointialueella on Pohjois-Karjalan hankintatoimen

kilpailuttama haavanhoitotuotteiden sopimus 134650, sopimuskaudelle

1.4.2018 - 31.3.2020 + optiot yksi (1) + yksi (1) vuotta ajalle 1.4.2020 -

31.3.2021 sekä 1.4.2021 - 31.3.2022. Haavanhoitotarvikkeet sopimus

134650 päättyy 31.3.2022. Sopimusta jatkettiin suorahankinnalla ajalle

1.4.2022-31.3.2023.

Sopimus sisältää kahdentoista (12) eri toimittajan kanssa tehtyä sopimusta

erilaisista haavanhoitotuotteista.

Haavanhoitotarvikkeet sopimus koostuu erilaisista tuoteryhmistä ja näitä

tuoteryhmiä on sopimuksella 82. Tuoteryhmiä ovat mm. haavakalvot,

haavasidokset, haavanhoitoaineet, haavateipit, haavatyynyt, haavaverkot,

kiinnityssidokset, sekä harso- ja putkisidokset. Haavanhoitotuotteiden

sopimuksessa olevat tuotteet ovat käytössä laajasti koko Siun soten

toiminta-alueen eri toimipisteissä.

Haavanhoitotuotteiden hankinnan valmistelu on käynnistetty.

Haavavanhoitotuotteiden tarjouspyynnön valmistelu on vaatinut paljon

aikaa. Saapuneiden tarjousten vertailu- ja koekäyttö on vaatinut odotettua

enemmän aikaa ja siksi tavoiteaikataulussa ei olla pysytty.

Hankintayksiköllä on oikeus tehdä suorahankinta seuraavin perustein:

Laki julkisista hankinnoista ja käyttöoikeussopimuksista (1397/2016) 5

luku 40 § Suorahankinta

4) Sopimuksen tekeminen on ehdottoman välttämätöntä, eikä säädettyjä

määräaikoja voida noudattaa hankintayksiköstä riippumattomasta, ennalta

arvaamattomasta syystä aiheutuneen äärimmäisen kiireen vuoksi.

Tästä syystä on ehdottoman välttämätöntä jatkaa ko. sopimusta

suorahankinnalla ajalle 1.4.2023-31.8.2023, kunnes uusi kilpailutus on

suoritettu.

Mikäli markkinatoimija katsoo vastoin hankintayksikön käsitystä kykenevänsä toteuttamaan hankinnan ja ettei suorahankintaperuste pidä paikkansa, markkinatoimijaa pyydetään viivytyksettä ilmoittamaan asiasta osoitteeseen hankinnat@siunsote.fi siten, että ilmoituksessa on kerrottu lyhyesti myös selvitys markkinatoimijan näkemykseen. Näin hankintayksikkö pystyy nopeasti arvioimaan asian uudelleen ja tarvittaessa keskeyttämään suorahankinnan oma-aloitteisesti.
