Project management and administrative support to the Nordic Capacity Calculation Methodology project. Some development work and analysis related to Flow Based and Coordinated Net Transfer Capacity will also have to be done. The "Nordic Capacity Calculation Method Project" is a collaborative effort among Nordic transmission system operators (TSOs) for electricity, including Statnett, Svenska Kraft-nät, Fingrid, and Energinet. The project, initiated in 2012, aims to develop a new capacity calculation methodology in compliance with EU regulations, specifically the Capacity Allocation and Congestion Management network code.

To achieve its objectives, the project is seeking a consultancy to provide project management and support services. The consultancy will play a pivotal role in facilitating meetings, conducting analyses related to capacity calculation, and ensuring compliance with EU power market regulations. It is a requirement that the consultancy has a deep understanding of capacity calculation methodologies, congestion management in power systems, and EU regulations. Furthermore, the consultancy must be experts in project management related to projects in the electricity market design. The project is a significant endeavor to develop a compliant and efficient capacity calculation methodology. The chosen consultancy will play a crucial role in achieving the project"s objectives and ensuring adherence to EU regulations in the electricity market.

Explanation:

The project demands an in-depth understanding of capacity calculations and their application within the electricity sector. The technical complexity of the task necessitates collaboration with a vendor who already possesses specialized knowledge in these areas, which is indispensable for the project"s success. It is necessary to have consultancy resources that possess specific knowledge and experi-ence within similar services as well as deep knowledge of results already achieved in the project as well as the many different stakeholders who are part of the project. Specifically, it requires a thorough understanding of capacity calculations and their use within the electricity sector, but also an understanding of the project at its current status.

The market is narrowed according to the specialized knowledge as electricity and capacity calculation are complex. The technical complexity of the task requires collaboration with consultants who al-ready possess special knowledge within these areas, which is indispensable for the success of the project. Resources are required with in-depth knowledge of capacity calculation and flow-based methods, handling of power systems in accordance with the efficient operation of the electricity market and market combinations. Furthermore, it is a condition that the resources are familiar with the EU"s regulation of the electricity market and are capable of facilitating the project in the form of efficient project management. The resources must understand the complexities and balances of the task in relation to compliance with regulations in order to promote progress of the project and min-imize compliance risks. Expertise-based resources must also be able to provide tailored solutions that precisely meet the needs of the project. By drawing on their knowledge and previous experience, they will be able to develop efficient methods and innovative approaches that contribute to the success of the project.

It has been concluded that a change in consultancy will result in a delay corresponding to a two-year delay. The project is deep into the implementation part, with large ongoing project costs, which is why a new consultant and associated delays will lead to major costs. Benefits gained and knowledge acquired will also be lost if the total production costs cannot be reaped.

It’s very important to have consultants with specialized experience in this specific field. This area involves In-Depth Knowledge and intricate aspects of capacity calculation methodologies, power systems congestion management, and EU regulations governing the electricity market. The current consultant possesses deep insights into the unique challenges of this project and understand the technical complexities and nuances of regulatory compliance, which accelerates project progress and minimizes compliance risks. Drawing from their past experiences, they develop efficient methodologies and innovative approaches, contributing to project success.

In a worst-case scenario, a delay in the project schedule could be the result, which means that the Nordic welfare benefits of introducing the FB mechanism can be postponed. It is estimated that the additional costs in this phase of the project will be replaced by E-Bridge as supplier are estimated at least doubling the costs for the Nordic TSOs.

Complaints regarding a candidate not being pre-qualified must be filed with The Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, provided that the notification includes a short account of the relevant reasons for the decision.

3. 6 months starting the day after the contracting authority has sent notification to the candidates/tenderers involved that the contracting authority has entered into the framework agreement, provided that the notification included a short account of the relevant reasons for the decision.

4. 30 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union which clarifies the reasons for the contract be-ing awarded without prior publication of a contract notice (when the procedure described in section 4 of the Act on the Danish Complaints Board for Public Procurement (klagenævnsloven) has been followed).

Energinet shall follow the procedure in Section 4 of the Act on the Board of Appeal (Consolidated Act No 593 of 2.6.2016 on the Public Procurement Board of Appeal, available at: www.retsinformation.dk). Thus, the intended contract will not be concluded before the expiry of 10 calendar days with effect from the day following the date of publication of this notice, cf.
