The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) is preparing an acquisition of two Active Low frequency Towed Array Sonar systems (TAS) and one spare wet
end for the Royal Danish Navy (RDN) expectedly for frigates of the ABSALON Class (ABSL-CL).
As a consequence of the significant change in the security situation in the RDN’s area of interest, DALO is gathering and updating information about TAS systems currently available
on the market.
It is important for DALO that the Request for Information (RFI) questions are answered as thorough as possible and preferably by the manufacturer that produces the TAS system(s) being
offered.
Please notice that the RFI includes information which is classified at the level of TIL TJENESTEBRUG (TTJ) (RESTRICTED) and only companies domiciled in Denmark or in a country which
has a security agreement with Denmark, and who is security cleared at the classification level of TIL TJENESTEBRUG (TTJ) ((RESTRICTED) can participate in the RFI. Companies who are
not at the time of the RFI security cleared at the classification level of TIL TJENESTEBRUG (TTJ) (RESTRICTED) may gain access to the RFI documents by signing and returning to DALO a
confidentiality undertaking.
Companies who wish to participate in the RFI may gain access to the RFI documents by forwarding the document “Company information” to
FMI-SD-AAM05@mil.dk . DALO will then check if the company is domiciled in Denmark or in a country which has a security agreement with
Denmark. Further, DALO will check if the company is security cleared at the classification level of TIL TJENESTEBRUG (TTJ) (RESTRICTED). The company is encouraged to also sign and
return to DALO a confidentiality undertaking.
The documents “Company information” and "Confidentiality undertaking" are available at the Ethics webportal.
A list of the countries which has a security agreement with Denmark can be found in FKOBST 358-1, chapter 1, para. 20 under “Militære sikkerhedsaftaler” (Military security
agreements) (available at
www.fe-ddis.dk).
The TAS systems in vision will be operated in the North Atlantic and in the Greenland-Iceland-United Kingdom (GIUK) gap, either as single deployer or in cooperation with other Sonar
carrying surface, subsurface and airborne assets. The TAS system shall therefore be a dedicated Blue Water system.
The TAS systems will be used for active detection and tracking of submerged submarines and incoming torpedoes.
The TAS systems will also be used for passive detection and tracking of submerged submarines and incoming torpedoes.
It is expected that the TAS systems are capable of post analysis of recorded raw sonar data.
Acquisition of a shore TAS simulator system is envisaged for the Danish Naval School.
As the TAS system will be operated in a very harsh environment it is essential for DALO that the transmitter and receiver can be deployed with a limited number of deck personnel. For
the same reason mechanical connecting/disconnecting of wet end parts by the deck handling crew during deployment and retrieval of the wet end is not an option.
DALO may ask for further clarification from a company participating in the RFI in order to gain a deeper insight into the information obtained in the RFI.
Deadline for answers: The 5th of December 2023.
