Qualification System
Greater Copenhagen Area
The purpose of the qualification system is to establish a list of qualified suppliers for use in the procurement of membrane filtration systems for HOFOR’s water treatment plants and other technical installations, including the development, design and installation of membrane filtration systems.
Inclusion in the qualification system does not mean that the entity included is guaranteed any contracts under HOFOR A/S.
Inclusion in the system means that the entity included may be invited to submit specific tenders in the fields of work covered by the system. The selection among the entities included and invited to submit tenders will be based on a specific assessment on a job-by-job basis; see more in the Tender Conditions.
Section III: Legal, economic, financial and technical information
Economic and financial capacity (ESPD, part IV B)
When selecting applicants HOFOR will attach importance to each applicant’s economic and financial capacity being sufficient for the performance of the agreement. As a minimum, the applicant must meet the following requirements:
• Average annual revenue in each of the last three available financial years of a minimum of EUR 5 million
• Average solvency ratio for each of the last three available financial years of at least 30%
• Average profit margin for each of the last three available financial years of at least 0%
If the applicant has not been operating as a legal entity for three years, key figures must be provided for the time during which the applicant has been in business. In such a scenario, the minimum requirements will only apply to the time after the establishment of the applicant’s business.
In order to make it possible to assess whether these requirements are met, the applicant must provide the following information:
• Key financial ratios for the last three financial years including revenue, solvency ratio and operating margin ratio
• The applicant’s explanation of the reason for any qualified audit reports in the applicant’s most recent annual financial statement
• An explanation of any changes to accounting policies in the period concerned
The information must be submitted in connection with the filling in of Part IV.B of the ESPD.
The documentation submitted may be the applicant’s audited annual financial statements or extracts from the statements covering the preceding three months.
Technical and professional capacity (ESPD Part IV C)
Reference sheets or similar documents that describe and illustrate the references may be attached as separate appendices, but only if there are references to such documents in the ESPD.
Experience with membrane systems for water supply in the EU
• Documentation for minimum five reference projects involving the supply of membrane systems for the production of drinking water, process water for the food and pharma industries or similar references in the EU, Norway or Switzerland over the last five years. The reference must concern services worth in excess of EUR 0,5 million.
Production facilities
• Documentation regarding facilities in the applicant’s organisation for production, installation and testing of membrane systems.
Employees
• More than 20 employees for the production, supply and commissioning of membrane systems.
• More than 6 employees for development, process design and project planning of membrane systems
• More than 10 employees for service and maintenance of membrane systems and other equipment in the water supply industry. The supplier must be able to document that the organisation has a response time for service staff of less than 48 hours.
Documentation, references
For each reference listed above, the applicant must state the following:
I. Name of the contracting authority
II. Contract sum
III. Description of the contract
IV. Execution period
V. Client contact information
Tenders covered by this qualification system are expected to be based on the HOFOR HAB-ME General Conditions for Supply of Electrical and Mechanical Installations and HOFOR’s supplementary conditions.

When inviting tenders under the qualification system HOFOR A/S will decide whether restrictive or negotiated tendering is to be used in the case of each individual tender.
Based on a specific assessment, HOFOR A/S will determine for each individual tender whether the qualification system is to be applied and how many membrane filtration suppliers will be invited to tender and who those suppliers are.
The assessment will be based on objective criteria, and the tenderers selected will be the applicants that HOFOR A/S considers to be the best qualified in relation to the specific contract tendered for. The selection will be based on economic and financial capacity and on technical and professional competence.
As a minimum, HOFOR A/S will invite three (3) suppliers of membrane filtration systems to submit tenders for each contract tendered under the qualification system (provided that there are three membrane filtration suppliers who are suitable in relation to the contract tendered).
Non-invited entities included in the qualification system cannot expect to receive notification of specific tenders.
Inclusion in the qualification system does not mean that the entity included is guaranteed any contracts under HOFOR A/S.
Inclusion in the system means that the entity included may be invited to submit specific tenders in the fields of work covered by the system. The selection among the entities included and invited to submit tenders will be based on a specific assessment on a job-by-job basis; see more in the Invitation to tender.
As the Qualification system is open for continuous admission, there is no actual deadline for submitting a request for admission.
It is noted that the deadline in EU-Supply is stated for EU-Supply technical reasons.
The qualification system is not limited in time and will be effective from 1 January 2024 until HOFOR A/S decides to discontinue it.
It should be noted that the first invitation to tender under this qualification system is expected to be sent to selected applicants in January 2024.
In order for applicants to be considered in relation to this invitation to tender, applicants are advised to submit their applications for inclusion in the scheme in time for them to reach HOFOR A/S by:
• 13.00 hours on Tuesday 21 November 2023
Appeals against the tendering procedure must be submitted to the Complaints Board for Public Procurementpursuant to Section 7 of Consolidation Act No. 593 of 2.6.2016 Act on the Complaints Board for PublicProcurement, as follows:
Complaints not to have been pre-qualified have to be received by the Complaints Board within 20 calendar daysfrom the day following the notification by the contracting entity who has been pre-qualified, if the notificationhas been given a brief description of the relevant reasons for the decision. Other complaints must be receivedwithin 45 days from the day following the publication of the Contracting Entity’s notice in the Official Journal ofthe European Union stating that the Contracting Entity has concluded a contract.
No later than the lodging of a complaint to the complaints board, complaints shall be notified in writing tothe Contracting Entity on the complaint filed before the complaints board and on whether the complaint hasbeen lodged during the standstill period. If the appeal has not been lodged during the standstill period, thecomplainant shall also indicate whether suspensive effect is requested. The appeal shall be accompanied by anappeal fee of 20 000 DKK.
