TENDER FOR ORGANIC RANKINE CYCLE
Reference number: 21030003Energnist I/S (The Contracting Authority) invites to tendering with negotiation for establishment
of an Organic Rankine Cycle (ORC) on Line 5 of the existing Waste-to-Energy facility in Kolding,
Denmark.
The tender form is a negotiated procedure in accordance with EU Directive 2014/25/EU as implemented in Denmark by Forsyningsvirksomhedsdirektivet. The tender is subject to Udbudsloven and Forsyningsvirksomhedsdirektivet. The award criterion is the Most Economically Advantageous Tender based on the criteria as specified in Section 4.4 Contract award criteria.
The award criterion is the best price-quality ratio based on the criteria as specified in Section 6.
The tender will be carried out in 3 stages:
Prequalification (see section 3)
Initial offer with subsequent negotiation (see stage 5)
Submission of best-and-final offer (BAFO) with final evaluation and contract award
Steps may be repeated, if necessary, cf. section 5.2.
The tender concerns a Design Built Contract of an ORC System in accordance with the documents and drawings herewith enclosed.
The new ORC System is to be constructed on the existing Line 5 at the Energnist EfW facility in Kolding, Denmark for the Contracting Authority. The EfW Line 5 produces heat utilizing MSW and industrial waste as fuel.
The tender has been published in Mercell.
Tenders are to be submitted on the basis of a lump sum fixed and firm price. There will be no remuneration for the Tenderers in connection with tendering. Also, the Tenderers travel costs and other costs in connection with plant visits and meetings during the tendering phase will be paid by the individual Tenderer.
The Applicant must state the equity based on the Applicants attested financial accounts for
the latest fiscal year.
Minimum requirement:
The equity must be positive based on the most recent annual account or financial figures.
Where the application for participation is submitted by a combination of undertakings or
where the financial or economic capacity of other entities is relied upon, this requirement
must be met by relying on the same members of the combination and/or entities as those on
whose capacity is relied on for meeting the minimum turnover requirement. The components
of the ratios are in that case calculated by adding the financial figures of all the
aforementioned members and/or entities.

The Applicant must possess sufficient technical and professional capacity to carry out the
Scope of Works for which it submits an Application for Participation.
The description should include:
Name of reference project or plant.
Contract amount (in DKK or EUR).
Place of performance (office address of reference plant)
Client (final client).
Contact person for the client (name, position, telephone number and e-mail)
Period of the contract (start and end date).
Description of the technical solution provided by the Applicant under the contract.
Description of the scope of the activities carried out by the Applicant under the
contract.
Heat source.
Nominal thermal input (MW), net electrical output (MW) and net electrical efficiency
(%).
Date of commencement of commercial operation (Provisional takeover).
The details will ensure that the Contracting Authority can identify if the reference complies
with the minimum requirements (see below) and evaluate the references on the selection
criteria, cf. section 3.8.
Minimum requirements
a) The reference must pertain to the supply of a complete ORC system.
b) The project must have been commissioned in the EU, Norway, Iceland, Switzerland
or the United Kingdom within the last 8 years. In other words, the commercial
commissioning of the system must have taken place after 01/01/2015. The
Contracting Authority have chosen a period of 8 years due to the limited number of
projects that has been carried out within the recent 5 years in order to ensure an
effective competition.
c) The Participant must have been the main supplier of the technology and designer of
the ORC system.
d) The Participant must provide at least 1 reference which satisfies the above conditions.
