        Tilbudsgiver skal være i besiddelse af autorisation og dermed ret til at udføre det pågældende erhverv, jf. udbudslovens § 141, stk. 2.

        Tilbudsgiver skal opfylde følgende mindstekrav til økonomisk og finansiel formåen, jf. udbudslovens § 142:

        - Egenkapital på min. 8 mio. kr. i det sidste disponible regnskab.

        - Soliditetsgrad på min. 15% i sidste disponible regnskab.

        - Soliditetsgraden beregnes som virksomhedens samlede egenkapital i forhold til virksomhedens samlede aktiver. Ved sammenslutning af virksomheder (eksempelvis et konsortium) beregnes soliditetsgraden som de deltagende virksomheders samlede egenkapital i forhold til de delta-gende virksomheders samlede aktiver. Tilbudsgiver skal afgive oplysning herom i ESPDs af-snit: ”Udvælgelse”

        Tilbudsgiver skal opfylde følgende mindstekrav til teknisk og faglig formåen, jf. udbudslovens § 143:

        • Det er et mindstekrav, at Tilbudsgiver kan fremvise mindst to (2) referencer på udførelse af en sammenlignelig opgave udført indenfor de seneste tre (3) år regnet fra tilbudsfristen. Ved sammenlignelig opgave forstår Ordregiver følgende: Levering af en samlet ordre på minimum 500 Chromebooks eller bærbare PC’er til en ordregiver i Danmark.

        • Som referencer kan anvendes kontrakter/rammeaftaler, hvor tilbudsgiver er/var kontraktha-ver/aftalehaver (dvs. ikke underleverandør) og hvor tilbudsgiver selv har udført arbejdet (dvs. ikke har anvendt underleverandør). En underleverandør aftale kan godt bruges som reference, hvis den i øvrigt opfylder betingelserne, men en underleverandør kan ikke bruge selve hovedaf-talen (hvor underleverandøren ikke er aftalepart) som reference. Såfremt der henvises til en re-ference udført som en del af et konsortium, kan tilbudsgiver kun henvise til den del af referen-cen, som tilbudsgiver selv har udført.
