3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Qualification Criteria for Bidders
1)Overseas bidders shall provide valid registration certificates issued in accordance with local laws of their operating countries/regions.
2)Domestic bidders shall provide valid enterprise legal person business licenses.
3)Bidders shall submit the configuration list of the tendered equipment.
4)Bidders shall be either manufacturers of the tendered products or agents with formal manufacturer authorization. Where the supplied goods are not self-manufactured, the bidder shall submit official manufacturer authorization letters (specifications see Volume I of Documents for International Competitive Bidding for Mechanical and Electrical Products). Bids authorized by national general agents, regional agents and other secondary agents of manufacturers are not accepted. Bids authorized by representative offices or liaison offices without independent legal person qualification are also rejected. Original manufacturer authorization documents must be provided.
5)Bidders shall submit the original or scanned copy of bank credit certificate issued by their opening bank within three months prior to bid opening. If copies are stated invalid on the certificate, the original version must be submitted, and the tendering agency reserves the right to verify original documents. For domestically registered Chinese enterprises, they shall additionally provide scanned official-sealed copy of bank account opening permit, original basic account information certificate, basic deposit account certification, bank sealed specimen card, application form for corporate bank settlement accounts or other valid supporting documents.
6)Bidders shall provide sales performance of the tendered products in the past three years (January 1, 2023 to bid closing date), with the bidder as the sales entity. Submission shall include sales contract list and key pages of typical major contracts as proof, covering without limitation contract front pages, procurement content pages and signed and sealed pages of both parties.
3.2 Joint Bidding
Joint venture bidding is not permitted.
3.3 Registration Rule
Potential bidders who have not completed registration and purchased tender documents from Guangdong Machinery & Electric Equipment Tendering Co., Ltd. are disqualified from bidding.
