3、Qualification Requirements For Bidder
Qualifications or Performance:*(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
*(2)The products provided by the bidder shall be standard finished products from the manufacturer, and new trial-produced products are not accepted.
*(3) The product manufacturer shall have usage records for the following: one set or more of 7″ (177.8mm) completion packers connecting 31/2″ (88.9mm) and 41/2″ (114.3mm) tubing, with a pressure rating of 35MPa or higher; one set or more of 7″ (177.8mm) through-type completion packers connecting 31/2″ (88.9mm) and 41/2″ (114.3mm) tubing, with a pressure rating of 35MPa or higher; and one set or more of downhole safety valves connecting 31/2″ (88.9mm) and 41/2″ (114.3mm) tubing, with a pressure rating of 7.5K (51.7MPa) or higher.
*(4) The principle requires manufacturers to bid for products originating from outside the customs territory. If market resource analysis indicates insufficient competitiveness of the manufacturer or if foreign manufacturers do not directly participate in the bidding, their authorized agents may be allowed to bid instead.
For agents bidding, the following conditions must be met:
① A unique official authorization letter from the manufacturer for this bid must be provided;
The authorization letter must be issued directly by the manufacturer and is not subject to secondary authorization. It shall include content stating "the manufacturer is responsible for the quality of the product and after-sales service," along with the manufacturer"s contact person and details. The manufacturer"s contact person must be capable of coordinating and handling important matters during project execution. (Regarding this requirement, the manufacturer must explicitly state it in the authorization letter or provide a separate written commitment/clarification; otherwise, the tender will not be accepted by an agent.)
The validity period of the power of attorney must cover the warranty period.
② The bidder must have been legally registered and established in the local area for at least three years prior to the bid opening date, and must provide valid copies of registration documents such as the business license.
Within three years prior to the bid opening date, the bidder must have sales performance records for similar products (completion packers and downhole safety valves) in at least two different years. Supporting documents such as contracts or order copies (at least two copies from different years) must be provided and signed or stamped by the bidder"s representative.
*(5) Bidders whose products are of origin within the customs territory must be manufacturers (agent bidding is not accepted).
*(6) Bidders must provide the original or photocopy of a credit certificate issued by their bank within three months prior to the bid opening date (signed or stamped by the bidder"s representative).
*(7) The bidder shall provide other qualified qualification certificates as required in Chapter 8.
*(8) Credit requirements
① The bidder has not been suspended or disqualified from bidding by China Petroleum Tendering and Bidding Network (www.cnpcbidding. com). According to the "Management Measures for Dishonest Behavior of Bidders of China National Petroleum Corporation Limited", when the dishonest score reaches 8 points, the bidder"s bidding qualification will be suspended for six months; when the dishonest score reaches 9 points, the bidder"s bidding qualification will be suspended for one year; when the dishonest score reaches 10 points, the bidder"s bidding qualification will be suspended for two years. After the suspension period expires, the bidder"s bidding qualification will be restored, and the dishonest score within the validity period will continue to be executed. If the dishonest score exceeds 10 points or another dishonest behavior occurs during the suspension period, the bidding qualification will be cancelled for three years
② The bidder has not been included in the blacklist of suppliers, contractors, and service providers of China National Petroleum Corporation (the blacklist of suppliers, contractors, and service providers of the group company can be found on the China Petroleum Tendering and Bidding Network/www.cnpcbidding.com).
*(9) If a bidder has made one or more invalid complaints about the evaluation results in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including the result of the mechanical and electrical office of China Petroleum Group Corporation being: not accepted, rejected, or maintaining the original evaluation results), the bid will be rejected.
