The Chinese Government has received financing from the World Bank toward the cost of the Sustainable Ecosystem Restoration and Biodiversity Conservation Project, and intends to apply part of the proceeds for Social Monitoring.
The consulting services ("the Services") include monitoring the implementation progress of project-related social management plans; designing and implementing social impact surveys targeting project stakeholders; monitoring social impacts arising during the implementation of the RP and the PFAP, and assessing the effectiveness and acceptability of land acquisition, compensation, and resettlement measures; conducting sample-based quantitative and qualitative surveys and data analysis to assess the livelihoods and living standards of affected persons; reporting issues identified during monitoring to the project implementing agencies and providing recommendations for improvement; serving as an effective communication channel to collect feedback from stakeholders as well as information on grievances and complaints; supporting mid-term and completion evaluations of the project as required; and preparing and submitting monitoring and evaluation reports in compliance with WB requirements. The consulting service period shall commence on the date of contract signing and continue until May 31, 2031, covering the entire project implementation period. For specific details, please refer to the Terms of Reference (TOR).

The Accounting Center of Shanxi Forestry and Grassland Bureau now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. The consulting agency must be a registered socio-economic organization (such as an engineering consultancy, research institute, design institute and/or company, university, or non-governmental organization), with no direct administrative affiliation with the Shanxi Provincial Government or the PMO. The agency shall have extensive experience in resettlement planning and social risk management. 2. Within the past five years, the consulting agency shall have completed at least three assignments financed by international financial institutions (including the WB, ADB, AIIB, NDB, and other international financial institutions) related to resettlement monitoring and evaluation, resettlement plans, process frameworks, social impact assessment reports, or social monitoring and evaluation. The proposed team shall include at least four qualified professional and technical staff. Professional staff shall hold degrees in resettlement studies, sociology/social work, economics, management, or related social science disciplines, have experience in socio-economic surveys and monitoring and evaluation, and be familiar with national laws, regulations, and relevant policies on land acquisition, protected area management, natural resource utilization, and environmental and social safeguards. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank"s "Procurement Regulations for IPF Borrowers" September 2025 ("Procurement Regulations"), setting forth the World Bank"s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant"s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.

Social Monitoring Terms of Reference (TOR)
A. Introduction
1. Shanxi Province has rich biodiversity and important natural ecosystems, and its ecological security is an integral part of China’s overall ecological security. However, due to the long-term, high-intensity resource-based economic development model and insufficient investment in ecological protection and construction, the existing capacity to support and safeguard ecological systems is far from meeting protection needs. Additionally, urbanization, transportation, and power infrastructure development have caused certain levels of damage and disruption to wildlife habitats. Some wildlife habitats have been destroyed, and the habitats of rare and endangered wildlife face fragmentation, leading to a further reduction in the living space for endangered species such as the North China leopard (NCL), intensified competition, hindered communication and spread, and increased risks of inbreeding depression. Furthermore, the reduction of wetland areas, vegetation degradation, and the impacts on bird migration and breeding have made biodiversity conservation efforts in Shanxi Province both urgent and challenging.
2. The People’s Republic of China (hereinafter referred to as “China”) has applied to the World Bank (WB) for investment support and technical assistance for the Sustainable Ecosystem Restoration and Biodiversity Conservation Project (hereinafter referred to as the “Project”). This project will restore priority habitats in target areas of Shanxi Province and strengthen both in-situ and ex-situ conservation of priority species. The project will be implemented in the Zhongtiao Mountain State-Owned Forest Bureau, Yangcheng County, Heshun County, Wenxi County, and Hejin City in Shanxi Province through three outputs. This document outlines the TOR for the external monitoring and evaluation services of the implementation of the Resettlement Plan (RP), Process Framework Action Plan (PFAP), Environmental and Social Commitment Plan, and related social management plans (including Resettlement Policy Framework (RPF), Process Framework (PF), Stakeholder Engagement Plan (SEP), Labor Management Plan (LMP), Gender Action Plan (GAP), Grievance Redress Mechanism (GRM), etc.) under the project. The Shanxi Provincial Forestry and Grassland Bureau will serve as the implementing agency, with support provided by the Shanxi Provincial Forestry and Grassland Bureau Accounting Center, which will act as the Provincial Project Management Office (PPMO). The direct client for the consulting services will be the county-level Project Management Offices (PMO).
B. Objectives of the Assignment
4. The objective of this consultancy service is to ensure that the implementation of the Resettlement Plan (RP), Process Framework Action Plan (PFAP), and other social management plans during the project’s implementation period complies with the legal regulations of the China and the relevant policy requirements of the WB’s Environmental and Social Framework (ESF).
5. The overall goal of this assignment is to conduct independent external monitoring and evaluation of the implementation and effectiveness of the project’s Resettlement Plan (RP), Process Framework Action Plan (PFAP), and other social management plans, including but not limited to land acquisition and resettlement, land transfer, process framework actions, labor management, gender issues, stakeholder participation, and grievance redress mechanisms.

7. The monitoring content will include both physical and socio-economic indicators, covering baseline confirmation, process monitoring, and post-evaluation, to comprehensively assess the implementation of the RP, PFAP, and other social management plans.
C. Implementation Arrangements
8. The external social monitoring and evaluation will be undertaken by an external consulting agency. The related costs will be supported by WB funds. The selection and hiring of the consulting agency will strictly follow the WB’s Borrower Guidelines. The consulting service period shall commence on the date of contract signing and continue until May 31, 2031, covering the entire project implementation period. The PMO and implementing agencies will assist the consulting agency, especially in field surveys, personnel deployment, and logistics.
D. Reporting Requirements
9. During the implementation of the RP, PFAP, and other social management plans, the consulting agency will submit semi-annual external social monitoring reports to the WB and PMO, with specific dates as outlined in Table 1. Each report will need to be provided in both Chinese and English electronic versions. Upon completion of the contract, the consulting agency will submit the final comprehensive social monitoring evaluation report within two months after the project is completed, in both Chinese and English.
10. The consulting agency will prepare a monitoring and evaluation implementation plan and baseline survey report, which includes the monitoring and evaluation plan, methods and tools, sampling scheme for directly affected land-acquired households and land use restriction activities (including sampling methods, sample size, and survey questionnaires), monitoring report outline, and baseline survey implementation and results. The semi-annual monitoring reports should include, but not be limited to: progress and effectiveness of the RP, PFAP, and other social management plans; conclusions; identified key issues (existing and potential); required mitigation or preventive measures; and the implementation of follow-up actions previously identified during the monitoring and evaluation period.

11. The consulting agency shall assume full responsibility for the content and quality of the above reports and shall revise the reports in accordance with comments provided by the WB.
E. Scope of Consultancy Services
12. The Team Leader shall be familiar with the environmental and social safeguard policies and implementation requirements of the WB and other international financial institutions, and shall have experience in more than five WB or other international financial institution - financed projects involving resettlement plans, resettlement monitoring and evaluation, or social monitoring and evaluation. The Team Leader shall hold a WB environmental and social safeguards policy training certificate. The Team Leader’s responsibilities shall include: (i) leading all monitoring and evaluation activities, with a total input of no less than 10 person-months; (ii) leading and establishing monitoring and evaluation methodologies, including the design of baseline surveys and follow-up monitoring and evaluation surveys; (iii) coordinating and cooperating with relevant institutions and/or groups within the project to carry out monitoring and evaluation activities; (iv) leading and conducting monitoring and evaluation activities, collecting data and information from the PMO and project sites, and analyzing survey results; (v) preparing monitoring and evaluation reports; (vi) discussing survey results with the PPMO, county-level PMOs, and other relevant institutions and implementing agencies to agree on follow-up actions; and (vii) participating in WB review missions.
