• The Ministry of Health (MoH) has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP) and intends to apply part of the proceeds toward payments under the contract for Procurement of Laboratory Equipment, Reagent, and Supplies (4 BD MAX system; 4 BD SARS-CoV-2 Reagents; D MAX™ Enteric Viral Panel, PCR Cartridge and others as outlined in the Schedule of Requirements).
• The Integrated Health Projects Administration Unit of the Ministry of Health now invites bids from eligible Bidders with experience in supplying Laboratory Equipment, Reagent, and Supplies. The goods are to be delivered within five months upon signing of the contract. The goods are to be delivered to the Government of Sierra Leone, National Medical Store outlet at New England Ville. No margin of preference is applicable.

3. Bidding will be conducted through Open International Market Approach (International Competitive Procurement) using the Request for Bids (RFB) as specified in the World Bank’s “Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services (dated July 2016 and revised in November 2017, August 2018, November 2020, September 2023 and February 2025), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Thousand Five Hundred Leones (Le 1,500) or equivalent in any freely convertible currency. The bidding document will be sent via email at the request of interested Bidders upon receipt of evidence of payment. MoH would not accept liability for loss in transmission or late delivery. 6. Bids must be delivered to the address above on or before Wednesday 07 April 2026, at 1:00pm. Electronic Bidding will not be permitted, and Late Bids will be rejected and returned unopened to bidders. Bids will be publicly opened in the presence of the Bidders’ designated representatives (with written permission/authorization from bidders) and anyone who chooses to attend at the address below on Tuesday, April 21, 2026, 1:05pm.

7. All Bids must be accompanied by:

• Bid-Securing Declaration
• Business Registration Certificate
• Valid National Social Security Insurance Certificate or applicable equivalent
• Valid Pharmacy Board Import/ Wholesale License/ Certificate
• Valid National Revenue Tax Clearance Certificate (with business registered TIN number).
• The last three years audited Financial Statements
• Documentary proven experience in supplying Laboratory Equipment, Reagents and Consumables

All International registered firms shall not be required to submit the below required documents. International firms must submit applicable document in their country of registration.

• A valid Tax Clearance Certificate (with business registered TIN number).
• A valid NASSIT Clearance Certificate.
• Pharmacy Board Import/ Wholesale License/ Certificate

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
