3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall be an independent legal person or other organization in compliance with the provisions of the "Bidding and Tendering Law of the People"s Republic of China" (domestic bidders shall provide a business license, while foreign bidders shall provide local registration documents);
2) Original or photocopy of the credit certificate issued by the bidder"s opening bank within three months prior to the bid opening date;
3) The bidder shall commit that the export of its equipment and software fully complies with relevant international and Chinese laws and regulations, and assist in handling all necessary import and export licensing procedures;
4) For domestic products, this project only accepts bids from product manufacturers. For foreign products, bids are accepted from both product manufacturers and authorized agents. If the bidder is an agent of the product, a valid authorization letter from the manufacturer of the selected goods must be obtained and provided. The manufacturer and its agent cannot participate in the bidding simultaneously.
5) If the bidder wins the bid, they must enter into a written contract based on the bidding documents and the winning bidder"s bid proposal, without adding any unreasonable terms or additional requirements from the tendering party;
6) The bidder and the manufacturer of the bid goods have no major illegal records in their business activities within the past year, have not engaged in unfair competition to secure contracts, have no major economic or criminal cases, and have not had contracts terminated or lost lawsuits as defendants due to their own breaches, violations, or misconduct against commercial ethics; domestic bidders must provide audited financial statements from the past three years by intermediary institutions (qualified accounting firms);
7) The bidding equipment provided by the bidder shall be a brand-new product.
8) Performance Requirements: The bidder must provide evidence of mass production and sales experience for 12-inch equipment of the same type, with an installed quantity of ≥15 units from January 1, 2023, to the present (based on the contract signing date). This must include details such as the equipment sales dates, corresponding customer names (customer names can be replaced with codes), order quantities, equipment specifications and models, as well as machine acceptance certificates, user purchase proof documents, or copies of key contract or order pages.
