Overview:The equipment is used for processing various black, non-ferrous, and alloy parts, and has the ability to process three-dimensional complex parts, including boring, milling, and tapping operations. It can achieve five-axis linkage functions. The equipment consists of: the main machine, automatic tool changer, hydraulic lubrication and cooling system, chip conveyor, electrical control system, and auxiliary devices such as protection and lighting. Among them, the main machine includes the bed (base, column, etc.), spindle system, worktable, X/Y/Z-axis feed drive system, spindle head or worktable swing (A-axis) system, and other component systems.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidders must provide a valid Business License. The products bid for shall fall into one of the following categories, with corresponding documents provided:
Category I: Provide the？Filing Certificate for Class I Medical Devices？and the？Filing Certificate for the Production of Class I Medical Devices？of the bid product.
Category II: Provide the？Filing Certificate for the Operation of Class II Medical Devices？(except when the bidder is a manufacturer), and the？Medical Device Production License？(except for imported equipment) and？Medical Device Registration Certificate？of the bid product.
Category III: Provide the？Medical Device Operation License？(except when the bidder is a manufacturer), and the？Medical Device Production License？(except for imported equipment) and？Medical Device Registration Certificate？of the bid product.
Provide copies of the certificates corresponding to the product category. For products that do not fall into the category of medical devices, no such certificates are required.
(2) Bidders must provide valid source certification documents for the bid products:
If the bid product is an？imported product:① If the bidder is not the manufacturer and the letter of authorization is issued to the bidder, a letter of authorization issued by the manufacturer of the imported equipment for the bid product must be provided.② If the bidder is not the manufacturer and the letter of authorization is not issued to the bidder, a letter of authorization issued by the manufacturer of the imported equipment for the bid product must be provided, along with supporting documents (such as product distribution agreements, regional agency certificates, regional agency authorizations) issued by the authorized party specified in the letter of authorization.
If the bid product is a？domestic product, source certification documents for the bid product (such as sales contracts, agency contracts, etc.) must be provided.
(3) Performance Requirement: To ensure that the subject matter of this tender is a mature product of the bidder, the bidder must have at least one performance record of supplying CNC 5-axis machining centers in the Chinese mainland, and a copy of the corresponding contract must be provided as proof.
(4) Bidders shall be responsible for the authenticity of the materials provided in the bid and issue a written commitment of authenticity (the format shall be self-designed and sealed with the bidder"s official seal).
(5) Bidders must be registered on the China International Tendering Network (or Bidding China Network) and the Heilongjiang Public Resources Trading Platform. Screenshots of the login pages (proving registration) must be included in the bid documents.
(6) Legal persons, other organizations, or individuals that have a stake in the tenderer which may affect the fairness of the procurement shall not participate in the bidding. Different entities with the same legal representative, or under a controlling or managerial relationship, shall not simultaneously participate in the bidding for the same bid package or the same project without divided bid packages. A parent company and its subsidiaries within a group company shall not simultaneously participate in the bidding for the same bid package or the same project without divided bid packages. When multiple subsidiaries of the same company (with independent legal person status) simultaneously participate in the bidding for the same bid package or the same project without divided bid packages, the number of such subsidiaries shall not exceed two (determined by the order of registration).
(7) Bidders shall be either professional manufacturers of machining center equipment or sales companies belonging to the same group as a professional manufacturer. (If the bidder is a sales company, a statement proving its affiliation with the group"s manufacturing enterprise must be provided.)
