1.The People’s Republic of China has received financing from the World Bank and a grant from the Global Environment Facility (GEF) toward the cost of the Hubei 3S project, and the cost of the project will be partially covered by the World Bank grant.

2.Objectives of Supervision Consulting Services: The Tianchishan Academy of Sciences, experts, and tea farmer training program focuses on field demonstrations, technical training, practical operations, and socialized services conducted at the core tea plantation base. The program aims to enhance practitioners" management skills, tea cultivation techniques, pest control, and agricultural machinery operation capabilities through specialized training for managers, tea farmers, and 3S (Social, Science, and Service) network-driven participants within the plantation area. Covering 1,200 mu (approximately 80 hectares) of core tea plantations at Tianchishan, the program is expected to train over 300 individuals, including plantation managers and tea farmers.

1) The consultant shall be an independent legal person, other organization or natural person with a business license;

2) The business scope of the consultant must include "biotechnology, organic fertilizer, environmental governance, soil improvement" or similar content;

3) The consultant shall provide at least one successful case of similar project in the past three years, and the valid supporting materials of the successful case shall include at least the following: bid-winning notice or contract (similar project refers to: tea garden management or tea industry technical service with a contract amount of more than 700,000 yuan).

(3) Qualification requirements of personnel

1) The proposed senior agronomist of the project shall have the corresponding certificate.

2)The proposed project agronomist or professional shall have the corresponding certificate.

3)The senior agronomist of the proposed project must have more than 3 years of industry experience, and the agronomist must have more than 2 years of industry experience.

4.The attention of interested Consultants is drawn to the World Bank Procurement Rules for IPF Borrowers (" Procurement Rules ") (July 2016; revised in November 2017 and August 2018). The Contract will select consultants according to the method of selecting CQS based on qualifications as stipulated in the Procurement Rules.
