ASSIGNMENT TITLE Consultancy service for EMI map-room upgrade for watershed rainfall over Ethiopia

• The Government of Ethiopia _Ethiopian Meteorology Institute has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the provision of upgrade of EMI map-room using python, implement the new version of map-room at EMI and add new climate features in the map-room.

2. GENERAL OBJECTIVES:-The overall objective of this consultancy services is to provide technical assistance EMI in upgrading its Maproom through implementation of EMI-Maproom on a new Server/Workstation, updating the underlying software, adding more products, and making it more user-friendly and more appealing to users.

3. SPECIFIC OBJECTIVES:

• Update the software on which the current Maproom is built, and update existing Maproom with the updated software;
• Install Maproom new version on Server/Workstation (EMI will make available two servers for installation of the new version);
• Review the current structure and look of the Maprooms to make the products more user friendly and more appealing;
• Add new climate information products based on users need; and
• Train EMI staff on the development, administration, and exploitation of the Map-room.
• 4. SCOPE OF SERVICES: The scope of the service is limited to the geographic domain of the works that lies on Awash, Rift-valley and Omo Gibe basins. The major task of consultant firm is to develop map-room for the water shade levels.

5. The Ethiopian Meteorological Institute is now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

6. THE SHORTLISTING CRITERIA ARE:

• Firm’s core business and years in Business
• General and Similar Experience of the firms in the area of the assignment
• Technical and Managerial capability of the firm
• 7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.
• 8. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
• 9.A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.Further information can be obtained at the address below during office hours from 9:00 am to 12:00 am and 2:00 pm to 5:00 pm from Monday to Friday.
