1.The People’s Republic of China has received financing from the World Bank and a grant from the Global Environment Facility (GEF) toward the cost of the Hubei 3S project, and the cost of the project will be partially covered by the World Bank grant.

2.:The goal of self-media construction service:The core goal of Tianshishan"s self-media construction is to expand brand awareness through the production of tea plantation base promotional videos and short videos, local and global advertising placement, as well as self-media platform operation and promotion, so that more people can know our brand, understand our brand, and are willing to try and accept our brand.

Through our brand, we aim to communicate the 3S Project"s philosophy to users. This includes demonstrating how the 3S Project integrates into our tea plantation base, its impact on local tea farmers, industry professionals, and consumers within our network, as well as how it drives safe, smart, and sustainable development for our tea cultivation operations.

In addition, through self-media training, our employees can learn and master the operation mode of modern self-media. In the future, our company can complete the self-media publicity and operation by itself, reduce the cost, and carry out long-term and sustainable publicity for the tea garden base.

(2) Qualification requirements:

1) The consultant shall be an independent legal person, other organization or natural person with a business license;

2) The consultant shall provide at least one successful case of similar projects in the past three years, and the valid supporting materials of the successful case shall include at least the following: bid-winning notice or contract (similar projects refer to film and television advertising, advertising production, cultural tourism projects, self-media projects, short videos).

(3) Qualification requirements for personnel

1) The proposed project should have intermediate professional title or above (i.e., lecturer, third-level director (director), etc.) with corresponding certificates.

2) The proposed project personnel must have more than 3 years of industry experience, and the intermediate professional title (lecturer, third-level director (director)) must have more than 2 years of industry experience. The personnel resume, relevant certificates, ID cards and verification materials of participation in similar projects should be provided.

3) Agricultural personnel may be temporarily hired from other enterprises.

4.The attention of interested Consultants is drawn to the World Bank Procurement Rules for IPF Borrowers (" Procurement Rules ") (July 2016; revised in November 2017 and August 2018). The Contract will select consultants according to the method of selecting CQS based on qualifications as stipulated in the Procurement Rules.
