1.The Government of China has obtained a loan from the World Bank to finance the Hainan Province Project under the World Bank Loan for Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project), and plans to use a portion of the loan to cover eligible expenditures under the Agriculture and Rural Affairs Department’s Laboratory Equipment Procurement Package 11 (Contract No.: HN-G-45).
2.CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Department of Agriculture and Rural Affairs (the Buyer), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

3.This tender is conducted using the Request for Bids method under the Domestic Competitive Procurement provisions of the World Bank’s Investment Project Financing Borrower Procurement Regulations (“Procurement Regulations”). All bidders that meet the eligibility criteria specified in the Procurement Regulations are invited to submit bids.
4.Interested and qualified bidders may obtain further information from the addresses stated in this Invitation to Bid and may inspect or purchase the bidding documents from October 11, 2025, until the bid submission deadline, November 5, 2025, on all working days (excluding Saturdays, Sundays, and public holidays) between 9:00–11:30 and 13:30–17:00 (Beijing Time).
5.Prospective bidders should pay attention to Article 4 of the Bidding Instructions regarding eligibility and conflicts of interest. Any bidder with a conflict of interest will be deemed ineligible.
6.The eligibility requirements for bidders include:
| Business Scale | The bidder’s average annual turnover for 2022–2024: not less than RMB 2,000,000. |
| Contract Experience |
The bidder must have successfully completed at least two contracts as a supplier from January 1, 2022, to the bid submission deadline, for laboratory instruments or equipment similar in
nature and complexity to the products being procured in this project, with a minimum contract value of RMB 600,000 for each contract. The bidder must provide supporting documents that meet the requirements, which should include at least: the contract agreement and acceptance certificates issued by the user. The contract copies included in the bid documents must at least include pages that demonstrate the following: the project name on the contract’s first page, procurement content, contract signing date, contract value, signed and stamped contract page, and contact details of the final user. |
| Technical Experience | The goods provided by the bidder must have at least 2 years of production experience. The bidder must provide supporting documents that meet the requirements, including copies of sales contracts for similar goods. Among the goods provided, the integrated pure water/ultrapure water system, desktop refrigerated centrifuge, and fully automatic nitrogen blow-off instrument must each have at least [3] units/systems sold. The bidder must provide supporting documents, including sales contracts or invoices for similar goods, as proof. |
| Production Capacity | The bidder must demonstrate minimum supply or production capacity to ensure the ability to supply the required models, sizes, and quantities of goods. The bidder should provide supporting documents from the manufacturer of the goods, including copies of the business license and performance testing reports (if available). These documents must demonstrate the minimum supply or production capacity required to ensure that the bidder can meet the required models, sizes, quantities, and quality standards for the goods. |
| Financial Status | The audited annual financial statements (balance sheet, income statement) for 2022, 2023, and 2024 must reflect the bidder"s financial status, demonstrating long-term profitability. The minimum requirement is that the bidder"s net assets (calculated as the difference between total assets and total liabilities) for each of the past three years must be positive. |
| Cash Flow Capacity | The available quick assets [quick assets include cash and cash equivalents, short-term financial notes, short-term held-for-sale securities, marketable securities, accounts receivable, short-term receivables from financing, and other assets that can be converted into cash within one year], credit lines, and other financing methods must be sufficient to meet the cash flow requirements for performing the contract. Additionally, the bidder should consider other ongoing contracts: not less than RMB 200,000. |
| Litigation History | The total amount of any unresolved claims, arbitration, or other litigation should not exceed 50% of the bidder"s net assets. |
The project accepts joint bids. The maximum number of joint venture members should be 2, and at least one party, either the lead or the member, must meet the aforementioned qualification
requirements.

7.Interested qualified bidders may submit their application for purchasing the tender documents to the address listed in this invitation letter and pay a non-refundable fee of CNY 1000. Payment can be made in cash or by direct transfer to the procurement agent"s account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The tender documents will be sent by mail. The buyer and the procurement agent do not bear responsibility for any loss or delay of documents during the mailing process.
8.All tender documents must be submitted to the address listed in this invitation letter by 09:00 AM (Beijing Time) on November 5, 2025. Late submissions will be rejected. The bid opening will be conducted publicly at the address listed in this invitation letter. Bidders may send representatives to attend the bid opening. The bid opening time is 09:00 AM (Beijing Time) on November 5, 2025. The tender documents must include the bid security. The amount of the bid security is CNY 10,000.00.
