1.The Chinese government has received a loan from the World Bank to finance the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases in Hainan Province (Global “One Health” Hainan Demonstration Project), and plans to use part of the loan to cover eligible expenditures under Agriculture and Rural Affairs Department Instrument and Equipment Procurement Package 10 (Contract No.: HN-G-44).

2.CITIC International Tendering Co., Ltd. (Procurement Agency), commissioned by the Hainan Provincial Department of Agriculture and Rural Affairs (Buyer), now invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

Main Types and Quantities of Goods The procurement package includes 4 high-pressure sterilizers, 7 microplate readers, 3 full-wavelength microplate readers, 11 plate washers, 5 automatic dispensers, 5 sets of integrated pure water and ultrapure water intelligent systems, 12 fluorescence quantitative PCR instruments, and related services. Detailed specifications and requirements for these items are provided in Chapter 6: Goods Requirements Table of the tender document.
Delivery Period The contract implementation period will be 90 calendar days from the date of contract signing.

3.This tender follows the “World Bank Investment Project Loan Borrower Procurement Rules” (“Procurement Rules”) and adopts the Domestic Competitive Bidding method as stipulated, with the Request for Proposal (RFP) approach. All qualified bidders as per the World Bank"s procurement rules are eligible to submit bids.

4.Interested and qualified bidders may obtain further information from the addresses listed in this Invitation to Tender, and may review or purchase the tender documents during the period from October 11, 2025, to November 11, 2025, between 9:00 AM to 11:30 AM and 1:30 PM to 5:00 PM (Beijing Time), excluding Saturdays, Sundays, and public holidays.

5.Potential bidders should pay attention to Clause 4 of the tender document regarding eligibility and conflict of interest. Any bidder with a conflict of interest is considered non-eligible.

6.The qualification requirements for bidders include:

Business Scale The average annual turnover of the bidder for the years 2022-2024 must be no less than RMB 30 million.
Contract Experience The bidder must have successfully completed at least 2 contracts for supplying laboratory instruments or equipment similar in nature and complexity to the products proposed for procurement in this project, from January 1, 2022, to the tender submission deadline. Each contract must have a value of no less than RMB 9.5 million. The bidder must provide supporting documents, including the contract agreement and acceptance certificates issued by the user. The contract copies included in the bid documents must show the project name, procurement content, contract signing date, contract value, signed and stamped pages, and the contact details of the end-user.
Technical Experience The bidder must have at least 2 years of production experience for the goods provided. The bidder must submit supporting documents, including copies of sales contracts for similar goods. For the provided microplate readers, fluorescence quantitative PCR instruments, and plate washers, at least 3 units/sets of each must have been sold. The bidder must provide relevant proof, including copies of sales contracts or invoices for similar goods.
Production Capacity The bidder must demonstrate the minimum supply or production capacity required to ensure they can supply the required models, sizes, and quantities of goods. The bidder should provide supporting documents from the manufacturer of the goods, including copies of the business license and performance testing reports (if available). These documents should demonstrate the bidder"s minimum supply or production capacity to meet the requirements for models, sizes, quantities, and quality of the goods.
Financial Status The audited annual financial statements (balance sheet and profit and loss statement) for the years 2022, 2023, and 2024 should reflect the bidder"s financial condition, showing long-term profitability. The minimum requirement is that the bidder"s net assets (calculated as the difference between total assets and total liabilities) must be positive for each of the last three years.
Cash Flow Capacity The bidder must have available liquid assets (including cash and cash equivalents, short-term financial notes, short-term held-for-sale securities, receivables, short-term financing receivables, and other assets that are realizable within one year), credit lines, and other financing resources sufficient to meet the cash flow requirements for performing the contract. Additionally, the bidder must consider other ongoing contracts being executed, with a total value of no less than RMB 3.5 million.
Litigation History The total amount of any outstanding claims, arbitrations, or other litigations must not exceed 50% of the bidder"s net assets.

This project accepts joint bids. The maximum number of joint venture members is limited to 2, and one of the lead party or joint venture members must meet the qualifications specified above.

7.Interested eligible bidders can submit their application to purchase the bidding documents at the address listed in this Invitation to Bid and pay a non-refundable fee of RMB 1,000. The payment can be made in cash or by direct transfer to the procurement agent"s account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The bidding documents will be sent by mail. The buyer and procurement agent are not responsible for any loss or delay of documents during the mailing process.

8.All bids must be submitted to the address listed in this Invitation to Bid before 08:30 AM (Beijing Time) on November 11, 2025. Late bids will be rejected. The opening of bids will take place publicly at the address listed in this Invitation to Bid. Bidders may send representatives to attend the bid opening. The bid opening time is 08:30 AM (Beijing Time) on November 11, 2025. The bid documents must include a bid security. The bid security amount is RMB 200,000.00.
