1.The Government of China has obtained a loan from the World Bank to finance the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and plans to use part of this loan to cover eligible expenditures under Contract Package Nine for the Procurement of Instruments and Equipment by the Department of Agriculture and Rural Affairs (Contract No.: HN-G-43).
2.CITIC International Tendering Co., Ltd. (Tendering Agency), entrusted by the Hainan Provincial Department of Agriculture and Rural Affairs (Buyer), now invites qualified and eligible bidders to submit sealed tender documents for the following goods and related services:

The procurement includes the following equipment and related services: 1 set of fully automated time-of-flight (TOF) nucleic acid mass spectrometry analysis system (TOF mass spectrometer) 1 set of high-throughput third-generation sequencing and pathogen analysis system 1 bioinformatics intelligent computing platform For detailed specifications, please refer to Chapter 6: Goods Requirements in the tender document. |
| Delivery Period | The contract duration is 90 calendar days from the date of signing. |
3.This tender will be conducted using the Consultation of Bids method under the Domestic Competitive Procurement approach as stipulated by the “World Bank Investment Project Financing Borrower Procurement Guidelines” (the Procurement Guidelines). Any qualified bidders in compliance with the World Bank procurement rules are eligible to participate.
4.Interested qualified bidders may obtain further information from the address listed in this invitation to tender. They may review or purchase the tender documents during the period from October 11, 2025, to November 4, 2025 (the bid submission deadline), every day (excluding weekends and public holidays) between 9:00 AM to 11:30 AM and 1:30 PM to 5:00 PM (Beijing Time).
5.Potential bidders should pay attention to Clause 4 of the Bidder’s Instructions in this tender document regarding eligibility and conflict of interest. Any bidder with a conflict of interest will be considered an ineligible bidder.
6.The eligibility requirements for bidders include:
| Business Scale | The average annual turnover of the bidder for the years 2022-2024 must be no less than RMB 15 million. |
| Contract Experience |
The bidder must have successfully completed at least 2 supply contracts for laboratory instruments or equipment similar in nature and complexity to the products to be procured under this project, from January 1, 2022, to the bid submission deadline. Each contract must have a value of no less than RMB 5 million. The bidder must provide supporting documents, including at least: A copy of the contract agreement Acceptance certificates issued by the end users The copies of contracts included in the bid documents must include at least the following details: The first page of the contract showing the project name, procurement content, contract signing date, contract amount, and signature/seal page Contact information for the final user, including the contact person and their contact details. |
| Technical Experience |
The bidder must have at least 1 year of production experience with the goods provided. The bidder must submit supporting documents that meet the requirements, including copies of sales contracts for similar goods, etc. Among the goods provided, the following equipment must have at least 1 unit/set that has already been sold: Fully automated time-of-flight (TOF) nucleic acid mass spectrometry analysis system (TOF mass spectrometer) High-throughput third-generation sequencing and pathogen analysis system Bioinformatics intelligent computing platform The bidder must provide supporting documents, including copies of sales contracts or invoices for similar goods, as proof. |
| Production Capacity |
The bidder must demonstrate the minimum supply or production capacity to ensure they can supply the required models, sizes, and quantities of goods. The bidder should provide supporting documents from the manufacturer of the tendered goods, including: A copy of the business license A performance testing report (if available) These documents should reflect the bidder’s minimum supply or production capacity to ensure they are capable of supplying the required models, sizes, quantities, and quality of goods. |
| Financial Status | The audited annual financial statements for 2022, 2023, and 2024 (including the balance sheet and profit and loss statement) should reflect the bidder’s financial condition and demonstrate long-term profitability. The minimum requirement is that the bidder’s net assets (calculated as the difference between total assets and total liabilities) for each of the last three years must be positive. |
| Cash Flow Capacity |
The bidder must have available liquid assets (including cash and cash equivalents, short-term financial notes, short-term available-for-sale securities, marketable securities, accounts receivable, short-term receivables from financing, and other assets that can be realized within one year), credit lines, and other financing means sufficient to meet the cash flow requirements for performing the contract. Additionally, the bidder should consider other ongoing contracts they are fulfilling, with a minimum value of RMB 2 million. |
| Litigation History | Any pending claims, arbitrations, or other litigations should not exceed 50% of the bidder"s net assets in total. |
This project accepts joint venture bids. The maximum number of joint venture members is 2, and one of the members (either the lead firm or the joint venture partner) must meet the qualification
requirements outlined above.

7.Interested qualified bidders can submit a request to purchase the tender documents at the address specified in this invitation to tender and pay a non-refundable fee of RMB 1,000. The payment can be made in cash or directly remitted to the procurement agency’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: CITIC Bank, Sanyuanqiao Branch, Beijing; Account Number: 8110701013102383606). The tender documents will be sent by mail. The buyer and procurement agency are not responsible for any loss or delay of documents during the mailing process.
8.All tender documents must be submitted to the address specified in this invitation to tender by 08:30 AM (Beijing Time) on November 4, 2025. Late submissions will be rejected. The bid opening will be held at the address specified in this invitation to tender. Bidders may send representatives to attend the bid opening. The bid opening will take place at 08:30 AM (Beijing Time) on November 4, 2025. The bid documents must include a bid security, which amounts to RMB 120,000.00.
