1.The Government of China has obtained a loan from the World Bank to finance the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and plans to use part of the loan to cover eligible expenditures under the contract for the procurement of laboratory equipment package three (Contract No.: HN-G-39) under the ecological environment protection line.

2.CITIC International Tendering Co., Ltd. (Tendering Agency), entrusted by the Hainan Provincial Department of Ecology and Environment (Buyer), now invites qualified and eligible bidders to submit sealed tender documents for the following goods and related services:

The procurement includes the following equipment and related services:

Aquatic organism artificial intelligence analysis instrument

Water environment health risk perception technology equipment

Water environment health risk exposure testing technology equipment

One Health sample online automatic sampling and enrichment equipment

One Health water sample integrated intelligent sampling equipment

For detailed specifications, please refer to Chapter 6 of the tender document, which outlines the goods requirements.

Delivery Period The contract duration is 120 calendar days from the date of signing.

3.This tender will be conducted using the Consultation of Bids method under the Domestic Competitive Procurement approach as stipulated by the “World Bank Investment Project Financing Borrower Procurement Guidelines” (the “Procurement Guidelines”). Any qualified bidders in compliance with the World Bank procurement rules are eligible to participate.

4.Interested qualified bidders may obtain further information from the address listed in this invitation to tender. They may review or purchase the tender documents during the period from September 28, 2025, to October 29, 2025 (the bid submission deadline), every day (excluding weekends and public holidays) between 9:00 AM to 11:30 AM and 1:30 PM to 5:00 PM (Beijing Time).

5.Potential bidders should pay attention to Clause 4 of the Bidder’s Instructions in this tender document regarding eligibility and conflict of interest. Any bidder with a conflict of interest will be considered an ineligible bidder.

6.The eligibility requirements for bidders include:

Business Scale The average annual turnover of the bidder for the years 2022-2024 should be no less than RMB 10 million.
Contract Experience

The bidder must have successfully completed at least 2 supply contracts in the past three years (from January 1, 2022, to the bid submission deadline) that are similar in nature and complexity to the products to be procured under this project. At least one of these supply contracts must include equipment that meets the technical specifications for water environment health risk perception technology equipment (such as tele-signal fish method units, luminescent bacteria method units, or video image fish method units). The contract value for each must be no less than RMB 4.5 million.

The bidder must provide supporting documents that meet the requirements, which should include at least:

Contract agreements

Acceptance certificates issued by the end users

The copies of the contracts included in the bid documents must include at least the following details:

The first page of the contract, showing the project name, procurement content, contract signing date, contract amount, and the signature and seal pages

Contact information for the final user, including the contact person and phone number.

Technical Experience

The bidder must have at least 2 years of production experience with the goods provided. The bidder must submit supporting documents that meet the requirements, including copies of sales contracts for similar goods, etc.

Among these goods, the water environment health risk perception technology equipment (such as tele-signal fish method units, luminescent bacteria method units, or video image fish method units that meet the technical specifications) must include at least 1 unit/set that has already been sold.

The bidder must provide supporting documents, including copies of sales contracts and invoices for similar goods, as proof.

Production Capacity

The bidder must demonstrate the minimum supply or production capacity to ensure they can supply the required models, sizes, and quantities of goods. The bidder should provide supporting documents from the manufacturer of the tendered goods, including:

A copy of the business license

Performance testing reports (if available), etc.

These documents should reflect the bidder’s minimum supply or production capacity to ensure they are capable of supplying the required models, sizes, quantities, and quality of goods.

Financial Status The audited financial statements for the most recent three years (2022, 2023, and 2024), including the balance sheet and profit and loss statement, should reflect the bidder’s financial condition and demonstrate long-term profitability. The minimum requirement is that the bidder’s net assets (calculated as the difference between total assets and total liabilities) for each of the last three years must be positive.
Cash Flow Capacity The bidder must have available liquid assets, credit lines, and other financing means sufficient to meet the cash flow requirements for performing the contract. At the same time, the bidder should also consider other ongoing contracts being performed, with a minimum value of RMB 2 million.
Litigation History Any pending claims, arbitrations, or other litigations should not exceed 50% of the bidder"s net assets in total.

This project accepts joint venture bids. The maximum number of joint venture members is 2, and one of the members (either the lead firm or the joint venture partner) must meet the qualification requirements outlined above.

7.Interested qualified bidders can submit a request to purchase the tender documents at the address specified in this invitation to tender and pay a non-refundable fee of RMB 1,000. The payment can be made in cash or directly remitted to the procurement agency’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: CITIC Bank, Sanyuanqiao Branch, Beijing; Account Number: 8110701013102383606). The tender documents will be sent by mail. The buyer and procurement agency are not responsible for any loss or delay of documents during the mailing process.

8.All tender documents must be submitted to the address specified in this invitation to tender by 08:30 AM (Beijing Time) on October 29, 2025. Late submissions will be rejected. The bid opening will be held at the address specified in this invitation to tender. Bidders may send representatives to attend the bid opening. The bid opening will take place at 08:30 AM (Beijing Time) on [specific date], 2025. The bid documents must include a bid security, which amounts to RMB 170,000.
