Assignment Title: “Haikou Customs Biosafety Port Capacity Enhancement Training Consulting Services”

The Government of China has obtained a loan from the World Bank to finance the “World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Province Project” (Global “One Health” Hainan Demonstration Project), and plans to use part of the loan for consulting services.
The main scope of this consulting service (hereinafter referred to as the "Service") includes:
Development of Training Program: The consultant will organize experts from related fields such as One Health, training design, public health, epidemiology, and veterinary medicine to design the training program and tailor the training plan and courses. The training program and courses must align with the One Health concept and customs operations. The training methods should combine lectures, discussions, and hands-on practice. Each training session should last no less than 64 hours.
Organizing Training: The consultant will organize a total of 4 training sessions, with approximately 40 participants per session (each participant should attend no less than 64 hours). A total of around 160 participants will receive training. The consultant will also provide accommodation, meals, venues, on-site teaching, and other necessary services for the training.
Training Evaluation: After the training sessions, the consultant will conduct a post-training assessment for participants. Certificates of completion will be issued to those who pass, and a training evaluation report will be submitted to Haikou Customs.
Other Activities:
Video Documentation: Professional photographers and videographers will be provided to document parts of the training process, and edited video products will be provided.
New Media Promotional Material: A dedicated person will be assigned to create promotional material for the training on WeChat, to be used by Haikou Customs for media dissemination.
Training Management: At least one management staff member will be assigned during the training period to oversee the management of participants, including their attendance, accommodation, and meals.
The total expected input for this consulting service is 45 person-months, and the implementation period is expected to be 15 months.
The detailed Terms of Reference for this consulting service can be found in the annex to this Expression of Interest letter.
The People"s Republic of China Haikou Customs (hereinafter referred to as the "Client") now invites qualified consulting firms (the “Consultants”) to express their interest in providing the consulting services for this project. Interested consultants should submit the required supporting documents in accordance with the following requirements. The Expression of Interest (i.e., the bid documents) should include, but not be limited to, the following:
1.Basic information about the consulting firm, including its organizational structure.
2.Power of attorney, identification documents for the legal representative and the authorized person; if the consultant is a consortium, a consortium agreement should be provided (format to be self-drafted).
3.A copy of the relevant business license or the legal entity certificate for public institutions.
4.If the consultant is a state-owned enterprise or public institution, a copy of the company’s articles of association should be provided.
5.The consultant should have a good record and reputation and provide a screenshot of the query results from the “Credit China” website showing no violation records. The screenshot should include at least the following search records: "List of Seriously Dishonest Persons", "List of Persons Subject to Enforcement for Dishonesty", and "List of Major Tax Law Violation Dishonest Entities".
6.The consultant should have the necessary capabilities or relevant work experience to perform the contract:
The consultant should have a good record and reputation, and be affiliated with a national “Double First-Class” university, with disciplines related to medical education included in the "Double First-Class" initiative.
In the past two years (from January 1, 2023, to the submission deadline for the Expression of Interest), the consultant should have successfully implemented at least two contracts of a similar nature for medical-related training, each with a contract value of no less than RMB 500,000.
Relevant performance records should be provided, including at least copies of the key pages of the contract (showing the organization’s name, service content, contract amount, signing date, and other key information).
7.Any other documents the consultant deems necessary to submit (if applicable).
At this stage, no evaluation of experts will be conducted. The client will select one consulting firm with the most optimal qualifications and relevant experience from all firms that have submitted an Expression of Interest. This firm will then be invited to submit technical and financial proposals, followed by negotiations.
Interested consultants should pay attention to the provisions in Chapter 3, Articles 3.14, 3.16, and 3.17 of the “World Bank Investment Project Financing (IPF) Borrower Procurement Guidelines” (November 2020 edition, periodically updated), which outline the World Bank’s conflict of interest policies.
Consulting firms may form a consortium with other companies to submit the Expression of Interest in order to enhance their qualifications. However, it should be clearly stated that such a consortium will be in the form of a joint venture and/or subcontracting. If the consortium is selected, all parties in the consortium will assume joint and several liabilities for the entire contract.
The consultant will be selected using the CQS (Consultant Qualification Selection) method as outlined in the Procurement Guidelines.

The Expression of Interest must be submitted in writing to the Tendering Agency by 5:00 PM on October 21, 2025 (the opening time for Expressions of Interest), either by a designated person, by mail, or via email.
Consulting firms are encouraged to submit the Expression of Interest in hard copy. If submitting in paper form, one (1) original and two (2) copies should be provided, along with a USB drive containing the stamped PDF version of the original Expression of Interest and an editable WORD version (which must be consistent with the scanned original). In case of any conflict between the electronic and paper versions, the paper version will prevail.
