1、The Government of China has obtained a loan from the World Bank to finance the Hainan Province Project under the World Bank Loan for the Prevention, Preparedness, and Response to Emerging Infectious Diseases Project (Global “One Health” Hainan Demonstration Project). A portion of this loan is planned to be used to cover eligible expenditures under the contract for Hainan Provincial Development and Reform Commission – First Batch of Goods Procurement, Package 1 (Second Round) (Contract No.: HN-G-2A).

2、CITIC International Tendering Co., Ltd. (Procurement Agent), on behalf of the Hainan Provincial Development and Reform Commission (Buyer), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

3、This tender is conducted through the Request for Bids (RFB) method under the Domestic Competitive Bidding procedure as stipulated in the World Bank Procurement Regulations for Investment Project Financing (“Procurement Regulations”). All bidders who meet the eligibility requirements under the World Bank Procurement Regulations are invited to submit bids.

4、Interested and eligible bidders may obtain further information at the address indicated in this Invitation to Bid and may inspect or purchase the bidding documents from September 19, 2025, to October 22, 2025, on working days (excluding Saturdays, Sundays, and public holidays) between 09:00–11:30 and 13:30–17:00 Beijing Time.

5、Potential bidders should note the provisions on eligibility and conflict of interest set out in Article 4 of the Instructions to Bidders. Any bidder with a conflict of interest will be deemed ineligible.

6、The eligibility requirements for bidders include:

Joint bids are accepted for this project. The maximum number of members in a joint venture shall be 2, and either the lead member or the other member of the joint venture must meet the eligibility requirements stated above. For further details, please refer to the bidding documents.

7、Interested and eligible bidders may submit an application to purchase the bidding documents to the address specified in this Invitation to Bid and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the Procurement Agent’s account:

Bids will be opened publicly at the address specified in this Invitation to Bid. Bidders may send representatives to attend the bid opening. The bid opening time is 08:30 AM Beijing Time on October 22, 2025. Bids must include a bid security in the amount of RMB 350,000.00.
