1、The Government of China has obtained a loan from the World Bank to finance the Hainan Province Project under the World Bank Loan for the Prevention, Preparedness, and Response to Emerging Infectious Diseases Project (Global “One Health” Hainan Demonstration Project). A portion of this loan is planned to be used to cover eligible expenditures under the contract for the procurement of wound irrigation equipment for outpatient treatment of dog bite exposure as part of the One Health technical research and application for infectious disease prevention and control in the context of the Free Trade Port construction (Contract No.: HN-G-36).

2、CITIC International Tendering Co., Ltd. (Procurement Agent), on behalf of the Hainan Provincial Center for Disease Control and Prevention (Buyer), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

Contract Title Procurement of Outpatient Wound Irrigation Equipment for Dog Bite Exposure under the One Health Technical Research and Application for Infectious Disease Prevention and Control in the Context of Free Trade Port Construction (Section 2.3)
Main Types and Quantities of Goods 160 Units of Outpatient Wound Irrigation Equipment for Dog Bite Exposure and Related Services, as Detailed in Chapter 6 “Goods Requirements” of the Bidding Documents
Delivery Period 30 calendar days from the date of contract signing.

3、This tender is conducted through the Request for Bids (RFB) method under the Domestic Competitive Bidding procedure as stipulated in the World Bank Procurement Regulations for Investment Project Financing (“Procurement Regulations”). All bidders who meet the eligibility requirements under the World Bank Procurement Regulations are invited to submit bids.

4、Interested and eligible bidders may obtain further information at the address indicated in this Invitation to Bid and may inspect or purchase the bidding documents from September 17, 2025, to October 21, 2025, on working days (excluding Saturdays, Sundays, and public holidays) between 09:00–11:30 and 13:30–17:00 Beijing Time.

5、Potential bidders should note the provisions on eligibility and conflict of interest set out in Article 4 of the Instructions to Bidders. Any bidder with a conflict of interest will be deemed ineligible.

6、The eligibility requirements for bidders include:

Business Scale The bidder’s average annual turnover for 2022–2024 shall be no less than RMB 12 million.
Contract Experience

The bidder, as a supplier, must have successfully completed at least one contract for the supply of goods that includes wound irrigation equipment similar to the equipment to be procured under this project, with the quantity of such similar wound irrigation equipment being no less than 50 units.

The bidder must provide supporting documents that meet the requirements, which shall include at a minimum: the contract agreement and the acceptance certificate issued by the end user. Copies of the contract attached to the bid must include pages that clearly show the following information: the first page of the contract indicating the project name, scope of supply, contract signing date, and contract amount; the signature and seal page; and the contact person and contact details of the end user.

Technical Experience The provided wound irrigation equipment must have been commercially available for an accumulated period of at least three years since its latest upgrade or iteration. The bidder must provide supporting documents that meet the requirements, which shall include at a minimum: a copy of the sales contract for the wound irrigation equipment, the National Class II Medical Device Registration Certificate, and any updates to the registration certificate.
Production Capacity

Minimum Supply or Production Capacity: To ensure that the bidder is capable of supplying the required models, sizes, and quantities of the goods, the bidder shall provide supporting documents from the manufacturer of the goods, including copies of the business license, National Class II Medical Device Registration Certificate and its updates, performance test reports (if any), and other relevant documents. These documents must demonstrate the minimum supply or production capacity to ensure that the bidder can supply the required models, sizes, quantities, and quality of the goods.

Financial Status Audited annual financial statements for 2022, 2023, and 2024 (balance sheets and income statements) reflecting the bidder’s financial position and demonstrating sustained profitability. Minimum requirement: the bidder’s net assets (calculated as total assets minus total liabilities) for each of the past three years must be positive.
Cash Flow Capacity The bidder’s available quick assets [Quick assets include cash and cash equivalents, short-term financial instruments, short-term available-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets realizable within one year], credit lines, and other financing means shall be sufficient to meet the cash flow requirements for contract performance, taking into account other ongoing contracts of the bidder, with a minimum of RMB 500,000.
Litigation History

Outstanding claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets in total.

Joint bids are accepted for this project. The maximum number of members in a joint venture shall be 2, and either the lead member or the other member of the joint venture must meet the eligibility requirements stated above.

7、Interested and eligible bidders may submit an application to purchase the bidding documents to the address specified in this Invitation to Bid and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the Procurement Agent’s account:

Bids will be opened publicly at the address specified in this Invitation to Bid. Bidders may send representatives to attend the bid opening. The bid opening time is 08:30 AM Beijing Time on October 21, 2025. Bids must include a bid security in the amount of RMB 80,000.00.
