3、Qualification Requirements For Bidder
Qualifications or Performance:(1) For foreign and overseas bidders, relevant documents registered in the place of operation in accordance with the laws of the country (region);

(2) Provide the bidder"s business license as the legal representative of the enterprise; Bidders who intend to participate in this project should have relevant certificates for the following categories of products: ① If the products are Class I medical devices: Bidders should provide the manufacturer"s "Medical Device Production Filing Certificate" (excluding imported products), "Medical Device Filing Certificate", and "Medical Device Filing Information Registration Form" within the validity period of the corresponding products; ② The product being tendered is a Class II medical device: the bidder shall provide the manufacturer"s valid "Medical Device Production License" (excluding imported products) and the corresponding product"s "Medical Device Registration Certificate". If the bidder is an agent, they shall also provide the valid "Second Class Medical Device Business Filing Certificate"; ③ The product being tendered is a Class III medical device: The bidder shall provide the manufacturer"s valid "Medical Device Production License" (excluding imported products) and the corresponding product"s "Medical Device Registration Certificate". If the bidder is an agent, the bidder shall also provide the valid "Medical Device Business License". Note: During the qualification review, bidders shall provide relevant supporting materials (which can be scanned or copied) based on the type of product they are bidding on. The materials must be stamped with the bidder"s official seal, otherwise they will be deemed invalid. No proof materials are required for products that do not belong to medical devices.

(3) Performance requirements: None.

(4) The bidder shall provide the original or a copy of the credit certificate issued by their bank within three months prior to the bid opening date.

(5) Documents proving that the bidder has the financial, technical, and production capabilities required to fulfill the contract (providing a commitment letter or other supporting materials)

(6) The bidder shall be responsible for the authenticity of the materials provided in the bid and make a commitment to their authenticity. (Format self drafted and stamped with the bidder"s official seal):

(7) Bidders who intend to participate in this project must register and file for qualification on the Heilongjiang Provincial Government Procurement Network, China International Tendering Network (Bilibili International Network), and the Heilongjiang Provincial Public Resource Trading Platform;

(8) Bidders intending to participate in this project must provide proof of legal origin for the imported products they submit; If the product being offered is an imported product, an authorization letter or product distribution agreement or other supporting documents issued by the manufacturer of the imported equipment for the quoted product must be provided;
