3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Bidders must be legal entities or other organizations responding to the tender and participating in the competitive bidding. Unless otherwise specified, bidders from the People"s Republic of China or countries or regions with normal trade relations with the People"s Republic of China (hereinafter referred to as "Qualified Source Countries/Regions") are eligible to bid.
3.2 Bidders must be either the manufacturers of the equipment being bid or authorized agents of the manufacturers (if bidding as an agent, the agent must have a unique authorization letter issued by the manufacturer for this project). A manufacturer can only authorize one agent to participate in the bidding for the same brand of equipment; both the manufacturer and the authorized agent cannot bid for the same brand of equipment simultaneously;
3.3 The equipment to be bid must have obtained an equipment usage license according to the Civil Aviation Administration of China"s Regulations on the Management of Air Traffic Communication Navigation and Surveillance Equipment Usage Licenses (CCAR-87) (excluding temporary usage licenses). The model of the equipment bid must be consistent with the model listed on the usage license, which should be valid.
3.4 The equipment being bid must have a Radio Emission Equipment Model Approval Certificate issued by the Radio Management Office of the People"s Republic of China.
3.5 Two or more legal entities with the same legal representative, a parent company and its wholly-owned subsidiaries or holding companies, and other bidders with asset-related relationships may not simultaneously participate in bids for the same tender project.
3.6 A bank credit certificate from the bidder"s basic bank account issued within three months prior to the bid opening date.
3.7 Bidders registered in China must be general taxpayers.
3.8Bidders registered in China must not be listed as "Dishonest Persons Subject to Enforcement" according to the credit records checked on "Credit China" or "National Court"s List of Dishonest Persons Subject to Enforcement" on the website of the Supreme People"s Court (court.gov.cn), as of the date before the bid deadline. Being listed will render the bid invalid.
