The first and second batches of the bidding for the gas production wellhead are fixed quantities, and delivery orders are issued in batches according to the user"s production progress. The actual purchase quantity and amount under the contract shall be based on the valid delivery order signed by both parties (the delivery order signed by both parties shall be the valid delivery order). The total quantity and amount of the delivery order shall not exceed the estimated maximum value of the contract, and the delivery order shall be completed and issued within the validity period of the contract.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidders are required to fill in and submit relevant information in accordance with the format IV-9 of the qualification certificate document in Chapter 4 of Volume 1 of the bidding documents.
(2) The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(3) Bidders whose bidding products have their place of origin outside the customs must be manufacturers or agents directly authorized by manufacturers. If bidding as agents, the following conditions must be met:
①The only formal authorization letter from the manufacturer for this bidding must be provided (the authorization letter must be directly authorized by the manufacturer and secondary authorization is not allowed. The authorization letter must specify that the manufacturer bears the main responsibility for the quality of materials and after-sales service);
②A bank credit certificate issued by the bidder"s bank of account within three months prior to the bid opening date must be provided
③The bidder must provide a copy of valid registration documents, such as a business license, if the registration period in the local area is at least three years from the bid opening date in accordance with the law;
④Within three years from the bid opening date, bidders must have sales performance of similar products in at least two different years. They must provide copies of contracts or orders proving their sales performance (at least two copies of contracts or orders from different years) or user certificates, which must be signed or stamped by the bidder"s representative.
(4) The original or photocopy of the credit certificate issued by the bidder"s bank within three months prior to the bid opening date (signed or stamped by the bidder"s representative).
(5) If a bidder is punished by PetroChina, Sinopec, and CNOOC due to product quality issues or poor contract execution within the first three years of the bid opening date, or is still within the punishment period (subject to the formal punishment documents issued by bureau level units or above), their bid will be rejected.
(6) According to the Implementation Regulations of the Tendering and Bidding Law of the People"s Republic of China [State Council Order No. 613 of the People"s Republic of China] (Article 74), the Implementation Measures for International Tendering and Bidding of Mechanical and Electrical Products (Trial) [Ministry of Commerce of the People"s Republic of China Order No. 1 of 2014] (Article 76) and other relevant provisions, the winning bidder shall sign a written contract within 30 days from the date of issuance of the winning bid notice, otherwise the bidder"s qualification for winning the bid shall be cancelled.
(7) If a bidder engages in fraud, collusion, collusion, or improper means to interfere with the evaluation of bids, they shall be punished in accordance with relevant provisions such as the Implementation Regulations of the Tendering and Bidding Law of the People"s Republic of China [State Council Order No. 613 of the People"s Republic of China], the Implementation Measures for International Tendering and Bidding of Mechanical and Electrical Products (Trial) [Ministry of Commerce Order No. 1 of 2014 of the People"s Republic of China], and shall also be punished in accordance with the Measures for the Administration of Import Material Procurement of China Petroleum Corporation Limited.
