Qualifications or Performance:(1) In line with the provisions of Article 2 of the bidding documents (trial) (Volume I) of the international bidding standards for mechanical and electrical products, the bidders are as follows
(1) The bidder is a legal person or other organization that responds to the bidding, has purchased the bidding documents from the tenderer or the tendering agency and participates in the bidding competition. Any legal person or other organization that has not received the bidding documents from the tenderer or the tendering agency shall not participate in the bidding.
(2) Unless otherwise specified, any legal person or other organization from the People"s Republic of China or a country or region with which the People"s Republic of China has normal trade relations (hereinafter referred to as the "Qualified Source Country/Region") may bid.
(3) Legal persons or other organizations that have an interest in the tenderer and may affect the fairness of the bidding shall not participate in the bidding.
(4) Legal persons or other organizations entrusted to participate in the preliminary consultation of the project and the preparation of bidding documents shall not participate in the bidding of the entrusted project, nor shall they prepare bidding documents or provide consultation for the bidders of the project.
(5) The person in charge of the unit is the same person or different units with a holding and management relationship, and shall not participate in the bidding of the same bidding project, except for the bidding of a consortium.
(6) Consortium bidding is not allowed for this project.
(7) Only suppliers who are legally and financially independent, legally operating and independent of the tenderer and the tendering agency can participate in the bidding.
(8) The bidder shall be successfully registered on the China International Bidding Network (hereinafter referred to as the "Bidding Network", website: http://www.chinabidding.com) before the bidding deadline specified in the bidding documents.
