Overview:The Xiangtan Finance Bureau invites sealed bids from eligible Bidders for Development, Provision Installation and Commissioning of Environmental Monitoring and Assessment System.
Source of Funds:The Xiangtan Finance Bureau has received financing from the Asian Development Bank (ADB) toward the cost of Xiangtan Low-Carbon Transformation Sector Development Program, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Nonperformance of a contract did not occur as a result of contractor default since August 1, 2018.
(2) Not under suspension based on execution of a Bid-Securing Declaration pursuant to ITB 4.6.
(3) All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder"s net worth calculated as the difference between total assets and total liabilities.
(4) Within the last 5 years (from January 1, 2018 to the bid submission deadline), successful completion as main supplier of at least 2 contracts, each valued at no less than CNY 20 million or equivalent in other currency, or completion as main supplier of 3 contracts with a cumulative amount of no less than CNY 50 million or equivalent in other currency, related to any business direction of information construction.
(5) Submission of audited financial statements or, if not required by the law of the Bidder"s country, other financial statements acceptable to the Purchaser, for the last 3 years (Year 2020-2022) to demonstrate the current soundness of the Bidder"s financial position. As a minimum, the Bidder"s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
(6) Minimum average annual turnover of CNY 50 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (Year 2020-2022).
(7) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 12 million.
