3、Qualification Requirements For Bidder
Qualifications or Performance:All legal persons or other organizations from the People"s Republic of China or countries or regions with normal trade relations with the People"s Republic of China that meet the following conditions, in addition to meeting the requirements of qualified bidders in Section 2.2 of Chapter 1 of the 2014 edition of the International Competitive Bidding Document for Procurement of Mechanical and Electrical Products prepared by the Department of Mechanical, Electrical and Science and Technology Industry of the Ministry of Commerce of the People"s Republic of China, shall also meet the following conditions:
① Manufacturers can participate in bidding independently, and manufacturers within the customs must have a valid business license; Manufacturers outside the customs must be legally registered in their respective countries.
② The national general agent or agent of the bidding product can also participate in the bidding. The national general agent or agent shall have a national general agent certificate, which is valid.
③ Distributors (or agents) authorized by manufacturers or national general agents or agents may also participate in bidding.
④ Distributors (or agents) within the customs territory and authorized national general agents or agents must have valid business licenses; Distributors (or agents) outside the customs must be legally registered and authorized by the manufacturer in the local area.

If a consortium bids, it shall submit qualification certificates of all parties to the consortium, a joint bidding agreement, and indicate the leader and the work and responsibilities that each party intends to undertake, and promise that once the consortium wins the bid, all parties will bear joint and several liability to the tenderer. Otherwise, it will result in the rejection of its bid;
If a consortium submits a bid, it shall be submitted in the manner specified in the joint bidding agreement of the consortium for the payment of the bid security. The bid security may be submitted by one party of the consortium or jointly. If the bid security is submitted in the name of one party, it shall be binding on all parties of the consortium.
