Vancouver Coastal Health (VCH) intends to award the contract for Construction Services continuation of work to CDC Construction Project
Pursuant to the applicable procurement provisions and exemptions under the New West Partnership Trade Agreement (NWPTA), Vancouver Coastal Health (VCH) intends to direct award a contract valued
estimated to be in the vicinity of $950,000 under the patient care related and urgency exemptions.
This procurement is required to complete renovations to two adjacent patient rooms in order to support the continued delivery of Endoscopy procedures. The ability to perform Endoscopy
procedures within the Operating Room (OR) area of the hospital is nearing termination due to operational changes, creating a time-sensitive requirement to relocate and prepare alternate
clinical space.
An unforeseeable situation of urgency exists, as the required construction services could not be obtained in time by means of open procurement procedures without resulting in a reduction of
endoscopy service capacity. Delaying award to conduct a competitive process would prevent renovations from being completed before the loss of OR surgical space, leading to reduced patient
access to endoscopy procedures and potential delays in diagnosis and treatment.
Accordingly, this procurement qualifies under the NWPTA exemptions relating to health services and urgent circumstances where services cannot be obtained in time through open procurement
without impacting patient care continuity.
