NOI Title: Selkirk Trestle Phase 2 Design and Construction Administration Services
Notice is hereby given that Capital Regional District (the “CRD”), intends to directly award a Contract to the following supplier to provide follow-on design and survey services as the
Engineer of Record for the Selkirk Trestle Phase 2 Design and Construction Administration Services for a term of 3-years at an estimated value of $205,000.
Stantec Consulting Ltd. 400-455 Tyee Road Victoria, BC V9A 6X5
CRD has chosen not to proceed with a competitive process for the following reason:
• to ensure the continued supply of these essential services to the CRD with stable pricing, we will direct award the above non-volume committed contract(s) until the CRD completes an
upcoming competitive process for future contract.
The proposed vendor demonstrated that their engineering design and construction administration services met the following requirements:
• Design Continuity and Engineer of Record: As Engineer of Record for Phase 1, Stantec provides seamless integration of structural and architectural design elements into Phase 2. Retaining
the same design team ensures consistency of design intent, reduces interface and constructability risks, and minimizes potential rework or design discrepancies.
• Project Knowledge and Technical Familiarity: Stantec’s prior involvement provides in-depth understanding of the Selkirk Trestle’s structural history, site-specific conditions, and
coordination requirements with MOTT/BCTFA. This continuity supports efficient design development, maintains alignment between scopes, and optimizes constructability while minimizing impacts to
trail users.
Vendors who wish to challenge this decision should submit a detailed written objection including documentation demonstrating that they meet the requirements and criteria set out above. This is
to be addressed to the attention of Tony Nakata, Project Engineer, by email before 2:00pm Pacific Time, December 5, 2025.
