Description

Notice is hereby given by the qathet Regional District (qRD) of its intent to contract with the following service provider to staff and operate five recycling depots.
Contractor Independent Marketing (doing business as Sunshine Disposal)

Scope of Services
The qRD provides residents of the qathet region with an opportunity to recycle printed paper and packaging at five recycling depots in the following locations:
 qathet South Community Depot
 Tla’Amin Community Depot
 Lund Community Depot
 Van Anda Community Depot
 Gillies Bay Community Depot

The contract includes the following tasks for the qRD:
 Maintain all depots in a clean and sanitary manner
 Schedule removal or recycling and organic materials
 Ensure compliance with the Recycle BC program
 Maintain a 24 hour emergency telephone number for use by the qRD
 Maintain sufficient staffing to answer and handle complaints and service requests in a timely manner
 Operate the recycling depots which includes:
o Separation, sorting and preparation for shipment of recyclables
o Coordinate transportation with hauler
o Ensure materials are recycled per Recycle BC requirements
o Provide public education, assistance and information on recycling at the depots
o Place signage at the depots to assist customers in delivering in-scope packaging and printer paper to the appropriate areas

Background

Value
The value of the contract to be awarded is anticipated to be in excess of $75,000 per year over the course of the contract.

Term
The term of the contract will be for five years.

The qathet Regional District has chosen not to proceed with a competitive process for the following reason:
 There are limited qualified vendors able to perform the services within the qathet region.
 There is a strong case for the cost effectiveness of maintaining or retaining an existing contractor for a specific task.

Vendors wishing to challenge the qRD’s intention to direct award a contract to Independent Marketing (doing business as Sunshine Disposal) must submit their objection, in writing, via email to the following person, on or before 4:00 p.m. PST on Friday, December 5, 2025.
